The 26th APT Policy and Regulatory Forum (PRF-26)

The 26th APT Policy and Regulatory Forum (PRF-26) will be held from 15 to 17 September 2026 in Paro, Bhutan, as a physical meeting with remote participation modality. The Forum will be organized by the Asia-Pacific Telecommunity (APT) and hosted by the Government Technology Agency (GovTech) of Bhutan. It is also supported by the generous contribution from the Ministry of Industry and Information Technology, People's Republic of China.

PRF-26 will focus its work in line with the Strategic Pillars of the Strategic Plan of the APT, which serves as the guideline for APT’s activities for 2024-2026. It will also reaffirm commitments outlined in the Tokyo Statement of the Asia-Pacific ICT Ministers on “Harnessing Emerging Technologies for Sustainable, Inclusive, and Equitable Digital Transformation in the Asia-Pacific,” which was adopted at the APT Ministerial Meeting held in May 2025.  This PRF-26 will consist of the following special features:  

  • High-Level Dialogue: A session among Ministers, Vice Ministers, and high-level officials to reaffirm their commitment to the Tokyo Statement and exchange views on national strategies, policy frameworks, and regional cooperation to advance digital transformation.  
  • Regulators’ Roundtable: A roundtable among the Heads of the Regulators to share their experiences and express their views on shaping policies and regulatory approaches that strike a balance between enabling innovation and ensuring appropriate regulation.  
  • Business Dialogue: A session to provide a platform for industry stakeholders to exchange experiences, discuss emerging trends and challenges, identify investment opportunities, and strengthen partnerships for sustainable digital transformation.  

PRF-26 will include the following specific thematic sessions, which will be organized during PRF-26, following the discussion at PRF-25:

  • Digital infrastructure as the engine of digital transformation
  • Promoting connectivity for all – Expanding network access, last-mile connectivity, spectrum policy, and harmonized use of spectrum
  • Regulating next generation – Policy challenges in 6G era
  • Inclusiveness and digital empowerment – Breaking the barriers for inclusion
  • Strategy for online safety and data protection - Cybersecurity workforce development as priority

The thematic sessions during PRF-26 will allow the delegates to understand the insights into the issues, discuss the challenges, share experiences, and take part in discussions for regional collaboration.

Participation
All APT Members, Associate Members, Affiliate Members, International/Regional Organizations, and Eligible Non-Members can participate in the meeting by registering online through the APT Website.

Administrations of Members, Associate Members, and International/Regional Organizations are requested to send the official list of Delegations for the meeting. If any Affiliate Members are included in the national delegation, please also mention them in the List of Delegation.

For planning and logistical arrangements for physical participation, it is suggested to register on or before 1 September 2026.
