APT–TTA Letter of Intent Signing Ceremony
The ceremony was led by Dr. Masanori Kondo, Secretary General of APT, and Mr. Seung-hyun Son, President of TTA, marking an important step towards closer collaboration.
This partnership aims to strengthen ICT standardization capacity across the Asia-Pacific by developing training programs, producing educational resources, and promoting the exchange of knowledge and expertise, with particular attention to the needs of developing countries.
This initiative reaffirms our shared commitment to building a stronger, more inclusive digital future for the region.

The 35th Meeting of the APT Wireless Group (AWG-35): 8 - 12 September 2025, Bangkok, Thailand
The Asia-Pacific Telecommunity (APT) organized the 35th Meeting of the APT Wireless Group (AWG-35) from 8 to 12 September 2025 in Bangkok, Thailand. The meeting was attended by 339 participants from APT Members, Associate Members, Affiliate Members and International Organizations.
AWG-35 was held over five working days, featuring four parallel sessions each day. In total, 50 sessions of the Plenary, Working Groups, Sub-Working Groups, Task Groups, and the AFIS Ad-Hoc Group were convened to review progress on ongoing work items and consider the proposals of new work items. In addition, dedicated workshops on IMT-2030/6G and emerging satellite technologies were organized during the meeting.
AWG-35 considered 82 input contributions and developed the following tangible outcomes:
· Draft revision of APT Recommendation on frequency arrangements for the implementation of IMT in the frequency bands 612-703 MHz and 698-806 MHz · APT Report on technical and regulatory aspects of RAN and spectrum sharing in IMT networks among mobile network operators in the Asia Pacific region · APT Report on HAPS industry and ecosystem for broadband connectivity · APT Report on dual-polarized solid-state rainfall radar operating in the frequency band 9-10 GHz (X-band) necessary for use in optimal dam and river management systems · APT Report on Railway Radiocommunication Applications using positioning and timing information provided by satellite systems in some APT countries · APT Report on emerging satellite technologies and LEO systems in Asia-Pacific · Revised APT Report on methodology to determine value of IMT spectrum and information on spectrum prices in Asia Pacific countries · Revised APT Report on technical and operational analysis for using High Altitude Platform Station as IMT Base Stations (HIBS) in the frequency bands below 2.7 GHz identified for IMT · Revised APT Report on WAS/RLAN technology development and implementation aspects · Liaison statement to ITU-R Working Party 1C on AWG deliverables regarding spectrum monitoring · Reply liaison statement to 3GPP TSG RAN and 3GPP TSG RAN WG4 on HIBS band plan information
Since the incumbent Chair and Vice-Chairs completed their second terms, AWG-35 elected Dr. Daejung Kim (Republic of Korea) as the new Chair of AWG for next 3-year term. The election for Vice-Chair positions will be conducted at the next AWG meeting.
The next meeting, AWG-36, is scheduled to take place in Q1/Q2 2026 in Brunei Darussalam.

The 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5): 15 - 19 September 2025, Bangkok, Thailand
The 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) was successfully convened by the Asia-Pacific Telecommunity (APT) from 15 to 19 September 2025 in Bangkok, Thailand.
The meeting was attended by 168 participants, including 96 in-person delegates, representing APT Members, Affiliate Members, and International and Regional Organisations. The active and diverse participation highlighted the strong regional commitment to ensuring a coordinated and effective contribution to the World Telecommunication Development Conference 2025 (WTDC-25).
The meeting considered a total of twenty-seven (27) input contributions including a draft Regional Initiatives that was adopted at the APT WTDC25-3. Following in-depth discussion, the meeting successfully developed thirty (30) Preliminary APT Common Proposals (PACPs)—this total includes eleven (11) PACPs that were reaffirmed from the APT WTDC25-4. In addition, the meeting also developed one (1) APT Position.
The PACPs cover the following areas: · Baku Action Plan · Baku Declaration 2025 · Asia-Pacific Regional Initiatives · Proposed Modifications to Resolutions: 2,9,10,11,16,17,34,37,45,55,58,62,63,64,66,67,69,73,76,77,82,84,85,89,90 · ITU-D Study Questions and Terms of Reference · New Draft Resolution on Implementation of the Pacific Lagatoi Declaration
The APT Position covers the following area: · ITU’s Work on Topics Related to Sustainable Development and Assisting Persons in Vulnerable Situations.
The above PACPs have been circulated to all APT Members, with a view to securing formal endorsement and for onward submission to the WTDC-25 for consideration.
The meeting also discussed nomination of focal points (Leading/Assisting Countries) and APT Coordination activities during WTDC-25 including the APT WTDC-25 Coordination Portal.
Dr. Masanori Kondo, Secretary General of the APT, extended sincere appreciation to all delegates for their valuable contributions and continued dedication and commitment.

The Meeting of the SATRC Working Group on Policy, Regulation and Services 23 - 25 September 2025, Colombo, Sri Lanka
The Meeting of the SATRC Working Group on Policy, Regulations and Services was held from 23 to 25 September 2025 in Colombo, Sri Lanka, hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL). Mr. Waruna Sri Dhanapala, Acting Secretary to the Ministry of Digital Economy and Chairman of the Telecommunications Regulatory Commission of Sri Lanka, delivered the welcome remarks, followed by a keynote address from Dr. Hans Wijayasuriya, Chief Advisor to H.E. the President on Digital Economy. The meeting gathered 47 delegates from SATRC Members and Affiliate Members, including 34 who attended in person from 9 SATRC Member countries.
In line with the implementation of SATRC Action Plan Phase IX, the meeting reviewed draft reports on six assigned work items. These reports were thoroughly discussed, leading to several proposed revisions. The updated reports will be presented at SATRC-26 meeting as part of the outcomes of Action Plan Phase IX. The work items include:
· Study of the regulatory challenges concerning new technologies and smart solutions for Fixed and Mobile Broadband · Enhancing the Utilization of Universal Service Obligation Fund for Digital Inclusion · Enhancing ICT E-Waste Management Regulations for Sustainable Development · Study on challenges and addressal of online scams and digital financial frauds taking into account the consumer information protection and rights · Analyzing the impact of convergence and emerging services on the tariff policies in SATRC countries · Smart Cities and Societies: Experience and Case Studies in SATRC countries in deploying IoT, Big Data and similar technologies
The meeting also considered 8 proposals submitted by SATRC Members for new work items under SATRC Action Plan Phase X. After discussion, the meeting agreed to propose 6 of these proposals as new work items for consideration at SATRC-26.
The 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26) will be held from 5 to 7 November 2025 in Islamabad, Pakistan.

The 25th APT Policy and Regulatory Forum (PRF-25) 30 September - 2 October 2025, Bangkok, Thailand
The Asia-Pacific Telecommunity (APT) successfully organized the 25th APT Policy and Regulatory Forum (PRF-25) from 30 September to 2 October 2025 in Bangkok, Thailand. The Forum was attended by 121 participants (87 attending in person and 34 joining virtually) from APT Members, Associate Members, Affiliate Members, International Organizations and other relevant stakeholders.
As one of the APT’s flagship events, the PRF serves as a vital platform for policy makers, regulators, and industry leaders to exchange views on key policy and regulatory trends, share national experiences, and explore collaborative approaches to address common challenges in the rapidly evolving ICT landscape of the Asia-Pacific region.
The two-and-a-half-day Forum featured a comprehensive programme consisting of high-level dialogue, roundtable, business dialogue, thematic sessions, and collaborative engagements with partner organizations.
Highlights of PRF-25
· High-level Dialogue on “Harnessing Emerging Technologies for Sustainable, Inclusive and Equitable Digital Transformation” gathered Vice-Ministers and senior officials from APT Members to share national strategies, policies, and initiatives harnessing emerging technologies.
· Regulators’ Roundtable on “Shaping the Digital Future: Enabling Policies for Universal, Resilient and Seamless Connectivity” facilitated an open exchange among Heads of Regulatory Authorities on challenges, opportunities, and policy priorities to promote universal, resilient and seamless connectivity across the region.
· Business Dialogue on “Revolutionizing the ICT Landscape: Embracing Disruptive Technologies in the Era of Digital Transformation” provided a platform for industry representatives to share perspectives and discuss strategies for strengthening public–private collaboration to embrace disruptive technologies.
· Five Thematic Sessions delved into critical topics including Community-Centered Connectivity, Quality of Service and Network Performance, Resilient Cybersecurity Strategies, Emerging Satellite Technologies, and Artificial Intelligence, reflecting the diversity and complexity of issues shaping today’s ICT ecosystem.
· Collaborative Sessions with the Internet Society, GSMA, and GSOA expanded the scope of regional cooperation. One of the sessions with ISOC was conducted as an interactive small-group discussion, encouraging deeper engagement and peer learning among participants.
Through these sessions, PRF-25 provided a forward-looking platform for participants to exchange knowledge, share best practices, and strengthen regional collaboration to advance digital transformation that is sustainable, inclusive, and resilient.
The 26th APT Policy and Regulatory Forum (PRF-26) is planned to be held in Bhutan in the second or third quarter of 2026, continuing the Forum’s mission to foster policy dialogue and strengthen cooperation among APT Members across the Asia-Pacific region.

The APT will organize the 13th Meeting of the Working Group of Management Committee on APT Legal Instruments (WGMC-13) from 28 to 29 October 2025 as a virtual/online meeting. WGMC-13 will review and discuss the task assigned by MC-48, i.e., Assessment on Potential Mode of APT Meetings, APT Yearbook Fund, and others.

The 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26) 5 - 7 November 2025, Islamabad, Pakistan, Hybrid Meeting
The APT will organize the 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26) in Islamabad, Pakistan from 5 to 7 November 2025. The meeting will be hosted by the Pakistan Telecommunication Authority (PTA). SATRC-26 will be held with physical attendance as well as virtual/online participation through Zoom meeting platform (i.e., hybrid meeting).
The SATRC meeting is held annually to discuss and coordinate regulatory and other related issues in the area of telecommunication and ICT that are common for the regulators of SATRC Members. The meeting will be attended by the heads of telecommunication regulatory bodies of SATRC Member countries and designated senior level officers.
SATRC-26 will discuss the key policy and regulatory issues in the SATRC countries, approve the outcomes of SATRC Action Plan Phase IX and adopt SATRC Action Plan Phase X. SATRC-26 will include special sessions for Regulators’ Roundtable, Industry-Regulator Dialogue and Sharing Regulatory Experiences Sessions to facilitate the development of the telecom/ICT sector in South-Asia. The Regulators’ Roundtable will be held exclusively for the heads of regulators to discuss and share thoughts on important regulatory issues that need regional collaboration specifically for the SATRC Member countries and generally to the Asia-Pacific region.

Seminar on Progress in APT for the year 2025 (SPA-2025) 8 December 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the Seminar on Progress in the APT for the year 2025 (SPA-2025) in Bangkok, Thailand on 8 December 2025 with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). The Seminar is being held in conjunction with the 49th Session of the Management Committee of the APT (MC-49) scheduled to be held from 9 to 12 December 2025.
SPA-2025 is a place where the progress made in the implementation of the APT Work Programmes and APT activities during the year 2025 are introduced.

The 49th Session of the Management Committee of the APT (MC-49) 9 - 12 December 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 49th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-49) from 9 to 12 December 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). It will be hosted by Ministry of Digital Economy and Society, Thailand.
MC-49 will review the activities in 2025 and consider and approve the Work Programme and Annual Budget for 2026. In addition, MC-49 will discuss how to prepare for the 17th Session of the General Assembly of the APT (GA-17), including preparation for the Strategic Plan of the APT for 2027-2029. Prior to MC-49, the Seminar on Progress in the APT for the year 2025 (SPA-2025) will be held on 8 December 2025 at the same venue.
