The 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4): 14 - 18 July 2025, Pattaya, Thailand
The 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4) was successfully convened by the Asia-Pacific Telecommunity (APT) from 14 to 18 July 2025 in Pattaya, Thailand.
The meeting was attended by 170 participants, including 88 in-person attendees, comprising representatives from APT Members, Affiliate Members, International and Regional Organisations, and other relevant stakeholders. The active and diverse participation highlighted the strong regional commitment to ensuring a coordinated and effective contribution to the World Telecommunication Development Conference 2025 (WTDC-25).
In view of the vacant position of Chair of Working Group 1, the meeting unanimously elected Mr. Sandeep Kumar Gupta (India), currently serving as the Vice-Chair, to serve as the Chair of Working Group 1.
The meeting considered a total of thirty-three (33) input contributions and, following in-depth discussion, developed fifteen (15) draft Preliminary APT Common Proposals (PACP). These proposals aim to advance the region’s priorities and strategic objectives for WTDC-25.
The draft PACPs cover the following areas: • Baku Action Plan • Baku Declaration 2025 • Resolutions: 10, 11, 34, 55, 63, 64, 66, 67, 77, 82, 84, 85, and 89
In addition, the meeting agreed to carry forward the following seven (7) draft/candidate PACPs for further discussion at the next meeting: • Resolutions: 9, 16, 37, 45, 58, 62, and 69
The meeting also reviewed the updated Work Plan for 2025 and discussed preparations for the next phase of activities leading up to the WTDC-25 in Baku, Azerbaijan. The upcoming 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) is scheduled to take place from 15 to 19 September 2025 in Bangkok, Thailand.
The Secretary General of the APT extended sincere appreciation to all delegates for their valuable contributions and continued commitment to regional collaboration. The outcomes of APT WTDC25-4 marked another important step toward a successful and impactful regional contribution toward the WTDC-25.

The 1st Meeting of the APT Preparatory Group for PP-26 (APT PP26-1) 18 July 2025, Pattaya, Thailand
The Asia-Pacific Telecommunity (APT) organized the 1st Meeting of the APT Preparatory Group for ITU Plenipotentiary Conference 2026 (APT PP26-1) on 18 July 2025 in Pattaya, Thailand. The meeting was attended by 123 participants representing APT Members, Associate Members, Affiliate Members, and International Organizations.
APT PP26-1 considered 19 input documents and developed the following outcomes: • Structure and ToR of Working Groups for APT PP-26 • Office Bearers of APT PP-26 • Working Methods of APT-PP • Work Plan for APT PP-26
The following structure for APT PP-26 is adopted at APT PP26-1:
APT PP26-1 elected Ms. Zhu Keer from the People’s Republic of China as Chair of APT PP-26. The Vice-Chairs elected were Mr. Avinash Agarwal (Republic of India), Mr. Yoshiaki Nagaya (Japan), Ms. Thasawan Samorwong (Kingdom of Thailand), and Mr. Bui Ha Long (Socialist Republic of Viet Nam).
Additionally, Mr. Alireza Darvishi from the Islamic Republic of Iran was appointed as the Special Advisor for APT PP-26. The next meeting, APT PP26-2, is scheduled to be held virtually in late January/early February 2026.

The 18th APT Policy and Regulation Forum for Pacific (PRFP-18) 5 - 6 August 2025, Suva, Fiji, Hybrid Meeting
The APT will organize the 18th APT Policy and Regulation Forum for Pacific (PRFP-18) from 5 to 6 August 2025 in Suva, Fiji with physical attendance as well as virtual participation through Zoom meeting platform (i.e., hybrid meeting). The forum will be hosted by the Ministry of Trade, Co-operatives, Micro, Small and Medium Enterprises and Communications, Fiji and supported by the generous contributions from Department of Infrastructure, Transport, Regional Development, Communications and the Arts, Australia and Ministry of Internal Affairs and Communications, Japan.
PRFP-18 will discuss in various thematic sessions on ‘Navigating 5G Deployment in the Pacific: Challenges, Strategies, and Opportunities’, ‘Building a Sustainable Connectivity Model for the Pacific-the Vanuatu and Fiji Initiatives’, ‘Resiliency in the Submarine Cable Connectivity in the Pacific’. The forum itself will also provide updates on recent developments and challenges in digital infrastructure, share best practices in satellite services, update information on the latest satellite technologies and explore measures to achieve digital inclusion through digital capacity building and skills development for all citizens. Additionally, it will include the “Satellite Workshop” in collaboration with the Global Satellite Operators Association (GSOA), which will provide policy and regulatory stakeholders with insights into global trends, regulatory frameworks, and practical approaches.
PRFP-18 will be followed by Senior Official Meeting on 7 August 2025, and the 5th Pacific ICT Ministerial Meeting on 8 August 2025. In order to synergize this opportunity, the sessions of PRFP-18 will cover critical topics to promote the implementation of the "Lagatoi Declaration" adopted at the 4th Pacific ICT Ministerial Meeting (28-29 August 2023, Papua New Guinea) and its Action Plan.

The Meeting of the SATRC Working Group on Spectrum 12 - 14 August 2025, Maafushi Island, Maldives, Hybrid Meeting
The APT will organize the Meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Spectrum from 12 to 14 August 2025 in Maafushi Island, Maldives. The meeting will be hosted by the Communications Authority of Maldives (CAM) as physical meeting with remote participation.
This meeting is a part of the activities of SATRC Action Plan Phase IX which was adopted by the 24th Meeting of the SATRC (SATRC-24) held in October 2023 in Dhaka, Bangladesh. The objective of the meeting is to conduct the activities of the Working Group on Spectrum on the work items assigned by the Council. This meeting will be the final meeting of the Working Group on Spectrum under SATRC Action Plan Phase IX and is expected to discuss the draft outcomes of the work items assigned to the Working Group. Further, the meeting will consider the proposals on new work items for SATRC Action Plan Phase X.

The 35th Meeting of the APT Wireless Group (AWG-35) 8 - 12 September 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 35th Meeting of the APT Wireless Group (AWG-35) from 8 to 12 September 2025 in Bangkok, Thailand in hybrid mode (both physical and online participation through Zoom).
AWG covers various aspects of wireless systems to meet the emerging digital convergence era in the Asia-Pacific region. It also assists in providing effective radiocommunication solutions and facilitating the transfer of technology and knowledge. In its 35th meeting, the AWG will continue to study the existing work items, report on the progress of studies and discuss the proposal of new work items as well as other relevant issues.

The 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) 15 - 19 September 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 5th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-5) from 15 to 19 September 2025 in Bangkok, Thailand with physical attendance and remote participation using an online platform (i.e hybrid meeting).
APT WTDC25-5 will continue the discussion on issues of interest to the region for the World Telecommunication Development Conference 2025 (WTDC-25), scheduled to be held from 17 to 28 November 2025 in Baku, Azerbaijan, and develop Preliminary APT Common Proposals for WTDC-25. APT WTDC25-5 is expected to:
• consider input contributions from APT members; • review outcomes of the views of other regional organisations; • review outcomes of TDAG and ITU Council 2025; • develop Preliminary APT Common Proposals for WTDC-25 • develop arrangements for APT Coordination Meetings during WTDC-25

The Meeting of the SATRC Working Group on Policy, Regulation and Services 23 - 25 September 2025, Colombo, Sri Lanka, Hybrid Meeting
The APT will organize the Meeting of the SATRC Working Group on Policy, Regulation and Services from 23-25 September in Colombo, Sri Lanka. The meeting will be hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) as physical meeting with remote participation.
This meeting is a part of the activities of SATRC Action Plan Phase IX which was adopted by the 24th Meeting of the SATRC (SATRC-24) held in October 2023 in Dhaka, Bangladesh. The objective of the meeting is to conduct the activities of the Working Group on Policy, Regulation and Services on the work items assigned by the Council. This meeting will be the final meeting of the Working Group on Policy, Regulation and Services under SATRC Action Plan Phase IX and is expected to discuss the draft outcomes of the work items assigned to the Working Group. Further, the meeting will consider the proposals on new work items for SATRC Action Plan Phase X.

The 25th APT Policy and Regulatory Forum (PRF-25) 30 September - 2 October 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 25th APT Policy and Regulatory Forum (PRF-25) from 30 September to 2 October 2025 in Bangkok, Thailand with physical attendance as well as online participation through Zoom (i.e. hybrid meeting).
PRF-25 will focus its work in line with the Strategic Pillars of the Strategic Plan of the APT which serves as the guideline for APT’s activities for 2024-2026. It will also reaffirm commitments outlined in the Tokyo Statement which was adopted at the APT Ministerial Meeting held in May 2025.
This PRF-25 will consist of special features as follows: 1) High-Level Dialogue: A session among Ministers, Vice Ministers and high-level officials to share strategies, insights, experiences, policies being implemented in their countries with regard to harness emerging technologies for digital transformation. 2) Regulators’ Roundtable: A roundtable among the Heads of the Regulators to share their experiences and practices on regulatory issues and identify the challenges, opportunities and possible way forward regarding universal, resilient and seamless connectivity. 3) Business Dialogue: A session to provide platform for industry representatives to express their views on embracing disruptive technologies.
Throughout the forum, a wide range of topics will be explored, including Satellite Licensing, Artificial Intelligence, Cybersecurity, Quality of Service, Community-Centered Communications, and other critical subjects impacting the digital ecosystem.

The APT will organize the 22nd APT Telecommunication/ICT Development Forum (ADF-22) from 14 to 16 October 2025 in Bangkok, Thailand with physical attendance as well as online participation through Zoom (i.e. hybrid meeting).
APT Telecommunication/ICT Development Forum (ADF) serves as a platform for regional dialogues on telecommunication and ICT developments, facilitating the exchange of good practices, encouraging regional cooperation, and promoting capacity building in telecommunications and ICTs.
