Under the theme “Harnessing Emerging Technologies for Sustainable, Inclusive, and Equitable Digital Transformation in the Asia-Pacific”, this meeting is not just a dialogue—it is a call to action. As the world navigates rapid technological change, this is our moment to align regional priorities and reaffirm our shared commitment to digital inclusion, innovation, trust, and sustainability.
The Tokyo Statement, to be adopted at the meeting, will outline strategic actions across six key pillars—from digital connectivity to partnership—serving as a powerful roadmap for the region’s collective progress.
The Senior Officials Meeting (SOM) on 29 May will lay the groundwork, but the spotlight is on the Ministerial Meeting. This is the opportunity to bring your voice, your vision, and your country’s priorities to the table. |

The 37th APT Standardization Program Forum (ASTAP-37) 21 - 25 April 2025, Bangkok, Thailand
The 37th APT Standardization Program Forum (ASTAP-37) took place from 21 to 25 April 2025 in Bangkok, Thailand, with 137 participants from 19 APT Members, 7 Affiliate Members, and 2 International/Regional Organizations.
An Industry Workshop on AI and Metaverse on 21 April 2025 featured 14 presentations covering AI Technology and Standardization, Industry Development, and Applications of AI and Metaverse.
ASTAP-37 revised the ASTAP Working Methods, Work Plans of its three Working Groups, 8 Terms of Reference for its Expert Groups, and approved 4 Liaison Statements to ITU, 4 Questionnaires, and 6 APT Reports/Guidelines.
The APT Standardization Program (ASTAP) was formed to establish regional cooperation on standardization among APT Members and to contribute to global standardization activities. It is one of the major APT Work Programs in the area of Standardization and Technology Development. Over the years, ASTAP has matured to fulfil its objectives and has become a regional platform for cooperative standardization activities.

SATRC Workshop on Policy, Regulation and Services 28 - 30 April 2025, Dhaka, Bangladesh
The Asia-Pacific Telecommunity (APT) successfully organized the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 28 to 30 April 2025, in Dhaka, People’s Republic of Bangladesh. The workshop was organized in a hybrid form and hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC). The workshop was attended by 135 delegates, representing 9 SATRC Members, 2 other APT Members, 8 Affiliate Members, 1 International Organization, and 2 other organizations.
The workshop aimed to share insights, experiences, and best practices, as well as engage in dialogue to identify challenges, opportunities, and potential next steps for the work items under the SATRC Working Group on Policy, Regulation, and Services for SAP-IX, in order to gain a better understanding of these issues. The session also provided an opportunity for SATRC Members and industry stakeholders to share their experiences and future plans for policy, regulation, and services.
The workshop covered a wide range of critical and emerging topics in the field of policy, regulation and services, including navigating regulatory challenges in broadband, using the Universal Service Obligation Fund for digital inclusion, advancing ICT e-waste management global challenges and solutions, Broadband Impact on Socio-Economic Development, tackling online scams and financial fraud, shaping future tariff policies amid network convergence, and sharing case studies on IoT, Big Data, and smart city technologies in SATRC countries.
During the workshop, distinguished speakers from the SATRC Member countries and the telecom/ICT industry from the Asia-Pacific region shared their valuable insights and experiences on such trending topics. The workshop emphasized the importance of regional cooperation, adapting to new technologies, and ensuring inclusive digital access.
By encouraging cooperation, information sharing, and practical ideas among regulators and industry stakeholders, the SATRC Workshop on Policy, Regulation, and Services was a great success.

The Asia-Pacific Telecommunity Ministerial Meeting (APT-MM), which is usually held every five years, provides a premier platform for Ministers from the Asia-Pacific region to address emerging policy challenges and opportunities, discuss shared visions, and foster regional and international collaboration. APT-MM 2025 is scheduled to be held from 30 to 31 May 2025 at the Hilton Tokyo Hotel. Preceding to the Ministerial Meeting, the Senior Officials Meeting for APT-MM (SOM) will be held on 29 May 2025 at the same venue to finalize preparations for the Ministerial Meeting.

The 25th APT Policy and Regulatory Forum (PRF-25) 1 - 3 July 2025, Islamabad, Pakistan, Hybrid Meeting
The APT will organize the 25th APT Policy and Regulatory Forum (PRF-25) from 1 to 3 July 2025 in Islamabad, Pakistan with physical attendance as well as online participation through Zoom (i.e. hybrid meeting). The event will be hosted by the Ministry of Information Technology and Telecommunication (MoITT) of Pakistan.
PRF-25 will consist of special features which are as follows:
· High-Level Dialogue: A session among Ministers, Vice Ministers and high-level officials to share strategies, insights, experiences, policies being implemented in their countries with regard to harness emerging technologies for digital transformation · Regulators’ Roundtable: A roundtable among the Heads of the Regulators to share their experiences and practices on regulatory issues and identify the challenges, opportunities and possible way forward regarding universal, resilient and seamless connectivity · Business Dialogue: A session to provide platform for industry representatives to express their views on embracing disruptive technologies
Throughout the forum, a wide range of topics will be explored, including Satellite Licensing, Artificial Intelligence, Cybersecurity, Quality of Service, Community-Centered Communications, and other critical subjects impacting the digital ecosystem.

The 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4) 14 - 18 July 2025, Pattaya, Thailand, Hybrid Meeting
The APT will organize the 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4) from 14 to 18 July 2025 (4 and 1/2 days) in Pattaya, Thailand with physical attendance and remote participation using an online platform (i.e hybrid meeting). The meeting will be followed by the 1st Meeting of the APT Preparatory Group for PP-26 (APT PP26-1) at the same venue.
APT WTDC25-4 will continue the discussion on issues of interest to the region for the World Telecommunication Development Conference 2025 (WTDC-25), scheduled to be held in Baku, Azerbaijan, from 17 to 28 November 2025, and develop Preliminary APT Common Proposals for WTDC-25. APT WTDC25-4 is expected to:
• consider input contributions from APT members; • review outcomes of RPM-ASP; • review outcomes of the views of other regional organizations; • review outcomes of TDAG and ITU Council 2025; and • develop Preliminary APT Common Proposals for WTDC-25.

The 1st Meeting of the APT Preparatory Group for PP-26 (APT PP26-1) 18 July 2025, Pattaya, Thailand, Hybrid Meeting
The APT will organize the 1st Meeting of the APT Preparatory Group for ITU Plenipotentiary Conference 2026 (APT PP26-1) on 18 July 2025 in Pattaya, Thailand with physical attendance as well as online participation through Zoom (i.e. hybrid meeting).
APT PP26-1 aims to initiate the preparatory process of the APT for the PP-26. The APT PP26-1 is expected to conduct the following activities:
· elect the Chair and Vice-Chairs of the APT PP-26 · establish the structure of the APT PP-26 · appoint the Office Bearers of the APT PP-26 based on the agreed structure · develop the Working Methods of the APT PP-26 · develop the Work Plan for the APT PP-26 · have discussion on the status of any important follow-up issues from the last Plenipotentiary Conference

The 2nd Meeting of the APT Conference Preparatory Group for WRC-27 (APG27-2) 28 July - 1 August 2025, Pattaya, Thailand, Hybrid Meeting
The 2nd Meeting of the APT Conference Preparatory Group for WRC-27 (APG27-2) will be held from 28 July to 1 August 2025 in Pattaya, Thailand. The meeting will be organized by the Asia-Pacific Telecommunity (APT) as a physical meeting with remote participation.
The objectives of the 2nd Meeting of the APT Conference Preparatory Group for WRC-27 (APG27-2) are as follows:
1) to finalize appointment of drafting group chairs for individual WRC-27 agenda items; 2) to arrange briefing sessions on WRC-27 agenda items; 3) to consider the progress in ITU-R Study Groups in relation to WRC-27 agenda items, and take necessary actions as appropriate; 4) to develop APT preliminary views on WRC-27 agenda items based on input contributions from APT Members; 5) to review the activities of other regional organizations, in particular, their preliminary views/positions with a view to fostering inter-regional cooperation; 6) to review issues related to RA-27 and develop preliminary views of APT, if any.
The APG27-2 is expected to develop APT preliminary views on the agenda item of WRC-27 and issues related to RA-27.

The 18th APT Policy and Regulation Forum for Pacific (PRFP-18) 5 - 6 August 2025, Suva, Fiji, Hybrid Meeting
The APT will organize the 18th APT Policy and Regulation Forum for Pacific (PRFP-18) from 5 to 6 August 2025 in Suva, Fiji with physical attendance as well as virtual participation through Zoom meeting platform (i.e., hybrid meeting). The forum will be hosted by the Ministry of Trade, Co-operatives, Micro, Small and Medium Enterprises and Communications, Fiji and supported by the generous contributions from Department of Infrastructure, Transport, Regional Development, Communications and the Arts, Australia and Ministry of Internal Affairs and Communications, Japan.
PRFP-18 will discuss in various thematic sessions on ‘Navigating 5G Deployment in the Pacific: Challenges, Strategies, and Opportunities’, ‘Building a Sustainable Connectivity Model for the Pacific-the Vanuatu and Fiji Initiatives’, ‘Resiliency in the Submarine Cable Connectivity in the Pacific’. The forum itself will also provide updates on recent developments and challenges in digital infrastructure, share best practices in satellite services, update information on the latest satellite technologies and explore measures to achieve digital inclusion through digital capacity building and skills development for all citizens. Additionally, it will include the “Satellite Workshop” in collaboration with the Global Satellite Operators Association (GSOA), which will provide policy and regulatory stakeholders with insights into global trends, regulatory frameworks, and practical approaches.
PRFP-18 will be followed by Senior Official Meeting on 7 August 2025, and the 5th Pacific ICT Ministerial Meeting on 8 August 2025. In order to synergize this opportunity, the sessions of PRFP-18 will cover critical topics to promote the implementation of the "Lagatoi Declaration" adopted at the 4th Pacific ICT Ministerial Meeting (28-29 August 2023, Papua New Guinea) and its Action Plan.
