The 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3): 17 - 18 March 2025, Bangkok, Thailand
The 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) was organised by Asia-Pacific Telecommunity (APT), from 17 to 18 March 2025 in Bangkok, Thailand and hosted by the Office of The National Broadcasting and Telecommunication Commission (NBTC) of Thailand. Over 200 participants (144 in-person), including representatives from APT Members, Affiliate Members, and International and Regional organizations attended the meeting.
The meeting was inaugurated by Clinical Professor Dr. Sarana Boonbaichaiyapruck, Chairman of NBTC, Thailand.
The meeting elected Ms. Wang Ke (People’s Republic of China), Mr. Avinash Agarwal (Republic of India), Ms. Yuki Naruse (Japan), Ms. Mina Seonmin Jun (Republic of Korea) and Mr. Nguyen Quy Quyen (Socialist Republic of Viet Nam) as the Vice-Chairs of APT WTDC-25.
The meeting considered and discussed thirty-four (34) input contributions. As a result, two (2) APT Views were developed, reflecting the collective efforts and shared perspectives of the members.
APT View on Draft ASP Regional Initiatives was submitted to the ITU-Regional Preparatory Meeting (RPM) for further deliberation. The APT WTDC25-3 was organised back-to-back with ITU Regional Development Forum (RDF) held on 19 March 2025 and ITU Regional Preparatory Meeting (RPM) Asia and the Pacific held from 20 to 21 March 2025 at the same venue, primarily to leverage and coordinate efforts in discussing Regional Initiatives and related matters.
The meeting also reviewed the Work Plan for the upcoming preparatory meetings in 2025. The 4th Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-4) is scheduled to be held from 14 to 18 July 2025 in Pattaya, Thailand.

The 34th Meeting of the APT Wireless Group (AWG-34): 31 March - 4 April 2025, Kathmandu, Nepal
The Asia-Pacific Telecommunity (APT) organized the 34th Meeting of the APT Wireless Group (AWG-34) from 31 March to 4 April 2025 in Kathmandu, Nepal. The meeting was attended by 329 participants from APT Members, Associate Members, Affiliate Members and International Organizations.
AWG-34 had been arranged for 5 working days with 4 parallel sessions a day. During AWG-34, there were 50 sessions of Plenary, Working Groups, Sub-Working Groups, Task Groups and AFIS Ad-Hoc Group to discuss the progress of ongoing work items and to consider the proposals of new work items. Additionally, the 6G workshops organized during this meeting provided invaluable insights into the transformative potential of 6G as well as how 6G can be harnessed to enhance well-being across the region.
AWG-34 considered 77 contributions and developed the following tangible outcomes:
• APT Report on further case studies on typical radio interface, their causes and solutions • APT Report on deployment approaches and solutions for IMT-2020/5G use case • APT Report on Terahertz (THz) fixed wireless systems operating in the frequency range 450-700 GHz • APT Report on impact study for radio frequency beam Wireless Power Transmission (WPT) • APT Report on railway radiocommunication applications using 5G technology and beyond in some APT countries • Revised APT Report on trends and spectrum developments for IMT usage in 2025 ~ 2030 in Asia Pacific region • Revised APT Report on the status of implementation of APT 700 band plan • Revised APT Report on usage of the frequency band 13.75-14 GHz in the Asia Pacific region • Liaison statement to the World Meteorological Organization (WMO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on globally harmonized symbols for earthquake and tsunami • Reply liaison statement to ATIS WTSC WEA on the collaboration related to public warning service over IMT networks • Reply liaison statement to ITU-R Working Party 5C • Reply liaison statement to ETSI ISG THz • Liaison statement to ITU-R Working Party 5A and copy to other external organizations for information
The next meeting, AWG-35, is scheduled to take place from 8 to 12 September 2025.

APT Web Dialogue on WSIS + 20 Review Process: 10 April 2025, Virtual/Online
The Asia-Pacific Telecommunity (APT) organized the APT Web Dialogue on “WSIS+20 Review Process” on 10 April 2025 in collaboration with the Department of Infrastructure, Transport, Regional Development, Communications, and the Arts (DITRDCA), Australia, and the Department of Information & Communication Technology, Papua New Guinea. It was attended by 58 participants from APT members.
The Web Dialogue was facilitated by Mr. William Lee, Assistant Director of Internet Governance, Australia’s Department of Infrastructure, Transport, Regional Development, Communications and the Arts, along with a lineup of resourceful speakers from government and private sector, namely Ms. Sorina Teleanu, Director of Knowledge, DiploFoundation, Ms. Mina Seonmin Jun, Policy Advisor of the International Cooperation Research Center at the Korea Information Society Development Institute (KISDI), Ms. Angela Wibawa, Director of Government and Inter-Governmental Organization Engagement, Asia-Pacific at the Internet Corporation for Assigned Names and Numbers (ICANN), Ms. Jennifer Chung, Vice President of policy from Dot Asia, and Ms. Amrita Choudhury, Director of CCAOI, India.
These speakers brought a wealth of knowledge to the expert panel session, which focused on the background and baseline progress of WSIS Action Lines over the past 20 years, including the way forward for the future of the global digital society. Consolidated digital policies, the essential roles of multi-stakeholders, emphasis on the existing WSIS mechanisms, digital inclusivity, safety and security, and regional and global collaboration were put at the forefront of the discussions. Their insightful discussion also equipped the audience with comprehensive yet digestible WSIS+20 insights and a greater understanding to ensure effective preparation for the discussion at the global stage. The presentations stimulated active engagement with thought-provoking questions and answers, and meaningful information exchange between the panel of experts and participants.

The 37th APT Standardization Program Forum (ASTAP-37) 21 - 25 April 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 37th APT Standardization Program Forum (ASTAP-37) from 21 to 25 April 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom meeting (i.e. hybrid meeting).
The objective of ASTAP is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. It is expected that participants will strengthen their expertise on standardization and contribute to expanding the scope of standardization activities through practical solutions on the ICT issues in this region. ASTAP-37 will also review the report and recommendations of Task Force on ASTAP Future Direction and discuss the way forward of ASTAP. The ASTAP-37 includes one-day Industry Workshop scheduled on 21 April 2025.

SATRC Workshop on Policy, Regulation and Services 28 - 30 April 2025, Dhaka, Bangladesh, Hybrid Meeting
The APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 28 to 30 April 2025 in Dhaka, Bangladesh. The workshop will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC).
The SATRC Workshop on Policy, Regulation and Services is a part of the implementation of SATRC Action Plan Phase IX (SAP-IX) for 2024-2025 which was approved by the 24th SATRC Meeting held in Dhaka, Bangladesh in 2023. The workshop will focus on key topics including navigating regulatory challenges in broadband, using the Universal Service Obligation Fund for digital inclusion, advancing ICT e-waste management, tackling online scams and financial fraud, shaping future tariff policies amid network convergence, and sharing case studies on IoT, Big Data, and smart city technologies in SATRC countries. The objective of this workshop is to share insights, experiences, best practices as well as engage in dialogue to identify the challenges, opportunities, and possible way forward on the work items under the SATRC Working Group on Policy, Regulation and Services for SAP-IX in order to have better understanding on those issues. It will also provide an opportunity for the SATRC Members as well as industry to share their experiences and future plans.

Senior Officials Meeting for APT-MM (SOM) 29 May 2025, Tokyo, Japan
The Asia-Pacific Telecommunity Ministerial Meeting (APT-MM), which is usually held every five years, provides a premier platform for Ministers from the Asia-Pacific region to address emerging policy challenges and opportunities, discuss shared visions, and foster regional and international collaboration. APT-MM 2025 is scheduled to be held from 30 to 31 May 2025 at the Hilton Tokyo Hotel. Preceding to the Ministerial Meeting, the Senior Officials Meeting for APT-MM (SOM) will be held on 29 May 2025 at the same venue to finalize preparations for the Ministerial Meeting.

The 25th APT Policy and Regulatory Forum (PRF-25) 1 - 3 July 2025, Islamabad, Pakistan, Hybrid Meeting
The APT will organize the 25th APT Policy and Regulatory Forum (PRF-25) from 1 to 3 July 2025 in Islamabad, Pakistan with physical attendance as well as online participation through Zoom (i.e. hybrid meeting). The event will be hosted by the Ministry of Information Technology and Telecommunication (MoITT) of Pakistan.
PRF-25 will consist of special features which are as follows:
· High-Level Dialogue: A session among Ministers, Vice Ministers and high-level officials to share strategies, insights, experiences, policies being implemented in their countries with regard to harness emerging technologies for digital transformation · Regulators’ Roundtable: A roundtable among the Heads of the Regulators to share their experiences and practices on regulatory issues and identify the challenges, opportunities and possible way forward regarding universal, resilient and seamless connectivity · Business Dialogue: A session to provide platform for industry representatives to express their views on embracing disruptive technologies
Throughout the forum, a wide range of topics will be explored, including Satellite Licensing, Artificial Intelligence, Cybersecurity, Quality of Service, Community-Centered Communications, and other critical subjects impacting the digital ecosystem.
