Countdown to the APT Ministerial Meeting

 

The Asia-Pacific Telecommunity Ministerial Meeting is set to take place on 30-31 May 2025 at Hilton Tokyo Hotel, Japan, and hosted by the Ministry of Internal Affairs and Communications (MIC), Japan. This premier gathering, held once every five years, will bring together Ministers and senior officials from the Asia-Pacific region to discuss emerging policy challenges, shape regional ICT strategies, and strengthen international collaboration.

 

Preceding the Ministerial Meeting, the Senior Officials Meeting on 29 May 2025 will finalize preparations, ensuring productive discussions at the Ministerial level. The meeting will culminate in the adoption of the Ministerial Statement, outlining a collective vision for ICT development in the region.

APT Joins the 29th IAWG Meeting on ICT

Description automatically generatedThe Asia-Pacific Telecommunity (APT) joined the 29th Meeting of the Interagency Working Group (IAWG) on Information and Communication Technology (ICT), held on 11 February 2025 at the ITU Regional Office for Asia and the Pacific in Bangkok, Thailand. Hosted by the ITU, the meeting brought together eight international organizations to discuss ICT initiatives and collaboration opportunities. Mr. Masanori Kondo, Secretary General of the APT, delivered remarks highlighting APT’s ongoing efforts to advance ICT development in the Asia-Pacific region. The APT also provided updates on its 2025 plans, emphasizing regional cooperation and capacity-building initiatives. The meeting reinforced the importance of interagency collaboration in leveraging ICT for sustainable development, and the APT remains committed to working closely with partners to achieve shared goals in the region. Next year, IAWG-30 will be hosted by the APT.

South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum: 21 - 23 January 2025, Goa, India

 

The Asia-Pacific Telecommunity (APT) successfully organized the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum from 21 to 23 January 2025, in Goa, India. The workshop was organized in a hybrid format, allowing both in-person attendance and virtual participation via Zoom. The event was graciously hosted by the Telecom Regulatory Authority of India (TRAI) and welcomed 115 delegates, representing 9 SATRC Members, 3 other APT Members, 18 Affiliate Members, 1 International Organization, and 4 other organizations.

This workshop was part of the SATRC Action Plan Phase IX (SAP-IX) for 2024-2025. Its primary objective was to facilitate the exchange of insights, experiences, and best practices while engaging in discussions to identify challenges, opportunities, and strategies related to the Work Items under the SATRC Working Group on Spectrum for SAP-IX. The event also provided a platform for SATRC Members and industry stakeholders to share their expertise and future plans for spectrum management.

 

The workshop covered a wide range of critical and emerging topics in the field of spectrum management, including:

·       Spectrum Outlook

·       Spectrum Pricing

·       NGSO Satellite Constellations

·       Satellite-IMT Integration

·       5G Backhaul Infrastructure

·       6G/IMT-2030

·       Terahertz Spectrum

·       Land Mobile Radio Systems

·       Master International Frequency Register

 

Over the course of the two-and-a-half-day workshop, distinguished speakers from SATRC Member countries and the telecom/ICT industry from Asia-Pacific region shared valuable insights and experiences on these topics. The event featured engaging presentations and interactive discussions, providing significant input for the SATRC Working Group on Spectrum to advance their reports under SAP-IX. Participants also gained a deeper understanding of spectrum-related issues, enhancing their knowledge and readiness to address future challenges.

 

The workshop concluded with a half-day city tour of Goa, offering delegates an opportunity to explore the historical and cultural landmarks of this vibrant destination.

 

The SATRC Workshop on Spectrum was a resounding success, fostering collaboration, knowledge exchange, and actionable insights among regulators and industry stakeholders. It underscored the commitment of SATRC and APT to advance spectrum management and pave the way for innovative solutions in the telecommunications sector.

The 3rd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-3): 4 - 6 February 2025, Bangkok, Thailand

 

The Asia-Pacific Telecommunity (APT) organized the 3rd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-3) from 4 to 6 February 2025 in Bangkok, Thailand as a hybrid meeting. The meeting was attended by 66 (37 in-person) participants representing APT Members.

 

CGMM-3 undertook a comprehensive review and deliberation of the inputs received from Members on the draft APT Ministerial Statement following the CGMM-2.

The meeting successfully adopted the draft version of the APT Ministerial Statement on “Tokyo Statement of the Asia-Pacific ICT Ministers on Harnessing emerging technologies for sustainable, inclusive, and equitable digital transformation in the Asia-Pacific" and agreed to circulate among the APT Member administrations for their internal approval processes.     

The draft version of the APT Ministerial Statement contains the following six (6) priority areas:

 

  1. Digital Connectivity
  2. Digital Innovation and Entrepreneurship
  3. Trust and Safety
  4. Digital Inclusion / Capacity Building
  5. Sustainability
  6. Partnership and Collaboration

 

The draft version of the APT Ministerial Statement will serve as the basis for further deliberations at the upcoming Senior Officials Meeting (SOM), scheduled to take place on 29 May 2025. The APT Ministerial Meeting 2025 (APT-MM) will subsequently be held from 30 to 31 May 2025 in Tokyo, Japan, where the final APT Ministerial Statement will be adopted.

 

The successful conclusion of CGMM-3 marks a significant milestone in the preparatory process, ensuring that the APT-MM will be well-positioned to articulate a forward-looking vision for the Asia-Pacific region.

APT Symposium on Spectrum Management

18 - 20 February 2025, Dhaka, Bangladesh, Hybrid Meeting  

 

The APT will organize the APT Symposium on Spectrum Management from 18 to 20 February 2025 in Dhaka, Bangladesh with physical attendance as well as virtual/online participation through Zoom meeting platform (i.e. hybrid meeting). The event will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC). The Symposium was supposed to be held from 29 to 31 July 2024 in Dhaka, Bangladesh and was postponed due to unavoidable situation.

 

The objective of the symposium is to discuss and share understandings on policy and regulatory issues in spectrum management taking into the account the outcomes of WRC-23, possible approaches toward new ICT trends and to facilitate regional cooperation in relevant areas, including but not limited to:

 

• Connectivity needs and national spectrum strategy

• Spectrum policy and technological consideration for enhancing rural connectivity

• Meeting demand for spectrum bandwidth and developing spectrum roadmap

• Spectrum management vision of the future

• Best practices and experiences in spectrum management among members.

 

The Symposium will encourage dialogue among high level policy makers, regulators and industry in the region on the issues above mentioned.

 

 

 

 

 

The 3rd Meeting of the APT Preparatory Group for WTDC-25

(APT WTDC25-3)

17 - 18 March 2025, Bangkok, Thailand, Hybrid Meeting   

 

The APT will organize the 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) from 17 to 18 March 2025 in Bangkok, Thailand with physical attendance and remote participation using online platform (i.e. hybrid meeting). This meeting will be followed by the ITU’s Regional Development Forum (RDF) and Regional Preparatory Meeting (RPM) at the same venue.

 

The objective of the APT WTDC25-3 is to assist APT members to prepare for the ITU World Telecommunication Development Conference 2025 (WTDC-25), scheduled to be held in Baku, Azerbaijan, from 17 to 28 November 2025.

The meeting is expected to:

·       Elect the Vice-Chairs of APT WTDC-25;

·       Discuss key issues to be identified for WTDC-25 and develop preliminary positions on those matters, based on the input contributions submitted by APT members;

·       Discuss and develop members’ views on Regional Initiatives of Asia-Pacific region.

 

 

 

 

The 34th Meeting of the APT Wireless Group (AWG-34)

31 March - 4 April 2025, Kathmandu, Nepal, Hybrid Meeting  

 

The APT will organize the 34th Meeting of the APT Wireless Group (AWG-34) from 31 March to 4 April 2025 in Kathmandu, Nepal. The Plenary will be conducted in hybrid mode (there can be online participation) and the breakout meetings will be conducted in physical mode (no online participation). The meeting will be hosted by the Ministry of Communication and Information Technology of Nepal (MoCIT) and Nepal Telecommunications Authority (NTA).

 

AWG covers various aspects of wireless systems to meet the emerging digital convergence era in the Asia-Pacific region. It also assists in providing effective radiocommunication solutions and facilitating the transfer of technology and knowledge. In its 34th meeting, the AWG will continue to study the existing work items, report on the progress of studies and discuss the proposal of new work items as well as other relevant issues.

 

 

 

 

The 37th APT Standardization Program Forum (ASTAP-37)

21 - 25 April 2025, Bangkok, Thailand, Hybrid Meeting  

 

The APT will organize the 37th APT Standardization Program Forum (ASTAP-37) from 21 to 25 April 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom meeting (i.e. hybrid meeting).

 

The objective of ASTAP is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. It is expected that participants will strengthen their expertise on standardization and contribute to expanding the scope of standardization activities through practical solutions on the ICT issues in this region. ASTAP-37 will also review the report and recommendations of Task Force on ASTAP Future Direction and discuss the way forward of ASTAP. The ASTAP-37 includes one-day Industry Workshop scheduled on 21 April 2025.

 

 

 

 

SATRC Workshop on Policy, Regulation and Services

28 - 30 April 2025, Dhaka, Bangladesh, Hybrid Meeting  

 

The APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 28 to 30 April 2025 in Dhaka, Bangladesh. The workshop will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC).

 

The SATRC Workshop on Policy, Regulation and Services is a part of the implementation of SATRC Action Plan Phase IX (SAP-IX) for 2024-2025 which was approved by the 24th SATRC Meeting held in Dhaka, Bangladesh in 2023. The workshop will focus on key topics including navigating regulatory challenges in broadband, using the Universal Service Obligation Fund for digital inclusion, advancing ICT e-waste management, tackling online scams and financial fraud, shaping future tariff policies amid network convergence, and sharing case studies on IoT, Big Data, and smart city technologies in SATRC countries. The objective of this workshop is to share insights, experiences, best practices as well as engage in dialogue to identify the challenges, opportunities, and possible way forward on the work items under the SATRC Working Group on Policy, Regulation and Services for SAP-IX in order to have better understanding on those issues. It will also provide an opportunity for the SATRC Members as well as industry to share their experiences and future plans.

 

 

 

 

APT Young Professionals and Students Programme 2025

Description automatically generatedAPT Young Professionals and Students Programme (APTYPS) is an initiative by APT that aims to promote the development of knowledge and skills in the field of Information and Communication Technology (ICT) among young professionals and students in the Asia-Pacific region. It also serves as a platform for these individuals to discuss and raise awareness on ICT-related issues with APT Member administrations.

 

The programme was established in 2003 and has organized numerous events in different Member countries. Please visit the APT website to see the activities in the past https://apt.int/apt/APTYPS

 

APT Member administrations that wish to organize the APTYPS 2025 are requested to submit the proposal to APT Secretariat by email to [email protected] by 3 April 2025.
