The 25th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-25): 11 - 13 November 2024, New Delhi, India
The 25th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-25) was successfully concluded on 13 November 2024 in New Delhi, India. It was hosted by the Telecom Regulatory Authority of India (TRAI).
The meeting was inaugurated by Honorable Mr. Jyotiraditya M. Scindia, Minister for Communications, India, with a special address by Honorable Dr. Pemmasani Chandra Sekhar, Minister of State for Communications at the opening on 11 November 2024. The meeting was attended by the heads of telecommunication regulatory bodies of SATRC Member countries and designated senior-level officers, totaling 90 delegates who represented 9 SATRC Members and 12 Affiliate Members.
The meeting elected Mr. Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India as Chair of SATRC and Maj General (R) Hafeez Ur Rehman, Chairman, Pakistan Telecommunication Authority as Vice-Chair of SATRC. The meeting noted the report on the status of implementation of SATRC Action Plan Phase IX, report of the SATRC Working Group on Policy, Regulation and Services, and report of the SATRC Working Group on Spectrum. The meeting also approved the activities of SATRC in 2025 under SATRC Action Plan Phase IX.
The SATRC-25 included sessions for Regulators’ Roundtable, Regulator-Industry Dialogue, Industry Session, and Sharing best practices and regulatory experiences. The theme for this year’s Regulators’ Roundtable was “Accelerate the development of telecommunication/ICT for fostering growth of economy and society in the South Asia region”. The Regulators’ Roundtable was held exclusively for the heads of regulators to discuss and share thoughts on the important regulatory issues that focused on digital transformation and digital inclusion.
The Regulator-Industry Dialogue sessions focused on enhancing accessibility, availability, and affordability of broadband in unserved and underserved areas, along with promoting efficient spectrum use through supportive policies and regulations. The Industry Session allowed the telecommunications and ICT industry within SATRC to discuss important regulatory issues and share their insights on various topics. These included best practices for satellite licensing, artificial intelligence and sustainability, Wi-Fi spectrum for enterprise connectivity, and ongoing reforms in India's telecommunications industry. The Sharing Best Practices and Regulatory Experiences sessions discussed and shared policy and regulatory best practices and experiences on supporting the digital transformation of the economy and society, and recent achievements from SATRC Members.
The next SATRC meeting (SATRC-26) is expected to be held in Pakistan in the fourth quarter of 2025.

The 48th Session of the Management Committee of the APT (MC-48): 19 - 22 November 2024, Kuala Lumpur, Malaysia
The 48th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-48) was held from 19 to 22 November 2024 in Kuala Lumpur, Malaysia. MC-48 was hosted by the Ministry of Communications, Malaysia.
MC-48 was attended by 145 (76 in-person) participants representing 25 Members, 2 Associate Members, 9 Affiliate Members, 2 International Organizations and 1 Eligible non-member. The Management Committee of the APT meets annually to pursue the policies and principles of the General Assembly, supervise the Secretariat's function, review and approve work programmes, and annual budget.
MC-48 reviewed and considered the Work Programme activities and Budget expenditure of the APT in 2024. For the year 2025, MC-48 approved the Work Programme for the year 2025 in line with the objectives of the Strategic Plan of the APT which includes APT Ministerial Meeting and APT-WTDC Preparatory meetings. MC-48 also approved the Annual Budget for the year 2025.
MC-48 was chaired by Dr. Ahmad Reza Sharafat (Islamic Republic of Iran), and the Ad-hoc Groups were chaired by the two Vice-Chairmen of the MC-48, Ms. Phavanhna Douangboupha (Lao PDR) and Dr. Naranmandakh Tumen-Ulzii (Mongolia).
As the terms of the Chairman and Vice-Chairmen concluded in 2024, the MC-48 unanimously elected Mr. Penh Sokharath (Kingdom of Cambodia) as the Chairman of the Management Committee and elected Dr. Maria Myutel (Australia) and Mr. Alireza Darvishi (Islamic Republic of Iran) as the Vice-Chairmen of the Management Committee of the APT for the next two-year term.

The 2nd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-2): 3 - 5 December 2024, Virtual/Online Meeting
The 2nd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-2) was held from 3 to 5 December 2024 as a virtual/online meeting. The meeting was attended by 65 participants including representatives from APT Members and Affiliate Members.
The meeting reviewed and addressed the feedback and comments received on the zero draft of the APT Ministerial Statement (“Tokyo Statement”). It further deliberated on the contributions submitted by Members and developed the draft APT Ministerial Statement (“Tokyo Statement”) to be further discussed and finalized during the CGMM-3.
The CGMM-3 is scheduled to be held from 4 to 6 February 2025 in Bangkok, Thailand as a hybrid meeting.

The 2nd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-2): 10 - 11 December 2024, Virtual/Online Meeting
The 2nd Meeting of the APT Preparatory Group for the World Telecommunication Development Conference 2025 (APT WTDC25-2) was held from 10 to 11 December 2024 as a virtual/online meeting. The meeting was attended by 125 participants, including representatives from APT Members, Affiliate Members, and various International and Regional organizations.
The meeting considered and discussed the contributions put forward by APT Member Administrations. Based on the outcomes, the meeting adopted the following two (2) APT Views:
• APT View on the Number of ITU-D Study Groups and the Number of Study Questions for 2025-2029 Study Period. • APT View on the Theme and Structure of the Baku Declaration.
The meeting also reviewed the Work Plan for the upcoming preparatory meetings in 2025. The 3rd Meeting of the APT Preparatory Group for WTDC-25 (APT WTDC25-3) is scheduled to be held from 17 to 18 March 2025 in Bangkok, Thailand as a hybrid meeting.

South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum 21 - 23 January 2025, Goa, India, Hybrid Meeting
The APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum from 21 to 23 January 2025 in Goa, India with physical attendance as well as virtual/online participation through Zoom (i.e. hybrid meeting). The workshop will be hosted by the Telecom Regulatory Authority of India (TRAI).
The SATRC Workshop on Spectrum is a part of the implementation of SATRC Action Plan Phase IX (SAP-IX) for 2024-2025 which was approved by the 24th SATRC Meeting held in 2023. The workshop will focus on NGSO satellite constellations for space-based communication services, land mobile radio systems particularly in VHF and UHF person-to-person voice communication system, Satellite-IMT integration, spectrum outlook, registration of frequency assignments in MIFR, backhaul infrastructure readiness and requirements for 5G deployment, efficient valuation and pricing of spectrum, 6G/IMT-2030 and prospects of Terahertz spectrum. The objective of this workshop is to share insights, experiences, best practices as well as engage in dialogue to identify the challenges, opportunities and possible way forward on the work items under the SATRC Working Group on Spectrum for SAP-IX in order to have better understanding on those issues. It will also provide an opportunity for the SATRC Members as well as industry to share their experiences and future plan on spectrum management.

The 3rd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-3) 4 - 6 February 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 3rd Meeting of the Correspondence Group for the APT Ministerial Meeting 2025 (CGMM-3) from 4 to 6 February 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through Zoom (i.e. hybrid meeting).
CGMM-3 is anticipated to discuss the draft Ministerial Statement in preparation for the APT-MM 2025, alongside discussions on the agenda for the Senior Officials Meeting (SOM 2025) and the overall program framework for APT Ministerial Meeting 2025 (APT-MM 2025).

APT Symposium on Spectrum Management 18 - 20 February 2025, Dhaka, Bangladesh, Hybrid Meeting
The APT will organize the APT Symposium on Spectrum Management from 18 to 20 February 2025 in Dhaka, Bangladesh with physical attendance as well as virtual/online participation through Zoom meeting platform (i.e. hybrid meeting). The event will be hosted by the Bangladesh Telecommunication Regulatory Commission (BTRC). The Symposium was supposed to be held from 29 to 31 July 2024 in Dhaka, Bangladesh and was postponed due to unavoidable situation.
The objective of the symposium is to discuss and share understandings on policy and regulatory issues in spectrum management taking into the account the outcomes of WRC-23, possible approaches toward new ICT trends and to facilitate regional cooperation in relevant areas, including but not limited to:
• Connectivity needs and national spectrum strategy • Spectrum policy and technological consideration for enhancing rural connectivity • Meeting demand for spectrum bandwidth and developing spectrum roadmap • Spectrum management vision of the future • Best practices and experiences in spectrum management among members.
The Symposium will encourage dialogue among high level policy makers, regulators and industry in the region on the issues above mentioned.

The 34th Meeting of the APT Wireless Group (AWG-34) 31 March - 4 April 2025, Kathmandu, Nepal, Hybrid Meeting
The APT will organize the 34th Meeting of the APT Wireless Group (AWG-34) from 31 March to 4 April 2025 in Kathmandu, Nepal. The Plenary will be conducted in hybrid mode (there can be online participation) and the breakout meetings will be conducted in physical mode (no online participation). The meeting will be hosted by the Ministry of Communication and Information Technology of Nepal (MoCIT) and Nepal Telecommunications Authority (NTA).
AWG covers various aspects of wireless systems to meet the emerging digital convergence era in the Asia-Pacific region. It also assists in providing effective radiocommunication solutions and facilitating the transfer of technology and knowledge. In its 34th meeting, the AWG will continue to study the existing work items, report on the progress of studies and discuss the proposal of new work items as well as other relevant issues.
