The 1st Meeting of the Correspondence Group for the Strategic Plan of the APT for 2021-2023 (CGSP-1)

7 - 8 May 2020, Virtual Meeting

The 1st Meeting of the Correspondence Group for the Strategic Plan of the Asia-Pacific Telecommunity for 2021-2023 (CGSP-1) was held from 7 to 8 May 2020 as a virtual meeting. It was postponed from its original schedule in late March, and considering the ongoing COVID-19 situation, it was decided to be organized as a virtual meeting.

 

The meeting was attended by 71 participants from Members and APT Secretariat and it was the first virtual meeting organized by the APT.

 

The Correspondence Group for the Strategic Plan of the APT for 2021-2023 was established by the 43rd Session of the Management Committee of the APT (MC-43) held in Bangkok, Thailand in December 2019 to prepare a draft Strategic Plan of the APT for 2021-2023 and submit it to the 15th Session of General Assembly of the APT (GA-15) to be held in December 2020. Mr. Guolei Cai (People’s Republic of China) was appointed as the Chairman of CGSP by the MC-43.

 

CGSP-1 had extensive discussion on the initial draft of the Strategic Plan of the APT for 2021-2023 considering feedback received from its members including its structure, strategic pillars and relevant objectives. The meeting agreed on the five Strategic Pillars i.e.

 

a)         Connectivity

b)         Innovation

c)         Trust and Safety

d)         Inclusion and Capacity Building

e)         Collaboration and Partnership

 

As there were challenges to organize the meeting as a virtual meeting, the meeting agreed to nominate Ms. Phavanhna Douangboupha (Lao PDR) as a Vice-Chairman of CGSP to assist the Chairman.

 

CGSP-1 also agreed to increase one more virtual meeting of the CGSP and updated its work plan including the timeline for consultation of the draft Strategic Plan and the schedule for the 2nd and 3rd Meeting of the CGSP (CGSP-2 and CGSP-3).

 

CGSP-2 will be held as a virtual meeting from 7 to 8 August 2020 and the CGSP-3 will be held in September 2020.

The 2nd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-2)

13 – 15 May 2020, Virtual Meeting

The Virtual Meeting for the 2nd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-2) was held from 13 to 15 May 2020. The Meeting was attended by 257 participants from APT Members, Associate Member, Affiliate Members, International Telecommunication Union (ITU), Regional Telecommunication Organizations (RTOs) and APT Secretariat.

 

The meeting reviewed and discussed on 39 input contributions and 4 information documents. The meeting identified 18 potential candidate Preliminary APT Common Proposals (PACPs) for WTSA-20. The meeting also agreed to have a virtual Interim Meeting for Working Group 3 (Regulatory/ Policy and Standardization Related Issues) in June 2020 to continue discussion on input contributions assigned by the APT WTSA20-2.

 

The Virtual Meeting for the 3rd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-3) will be held from 13 to 17 July 2020. Training Course on Preparing for International Conferences 2020

18 April – 3 May 2020

The Training Course on Preparing for International Conferences (TCPIC) 2020 was held from 18 April – 3 May 2020 in collaboration with ITU and supported by Ministry of Internal Affairs and Communications, Japan. It was held online through ITU Academy platform due to the COVID-19 outbreak situation.

 

The objectives of this training course were to provide an opportunity especially for young generation to learn about international conferences, its structure, decision-making process, roles of chairman, and basic skills of trade negotiations and discussions etc., and to participate in actual negotiation and discussion through role play exercises, simulated international conferences so called as “Mock Conference”.

 

The training course consisted of 2 modules, including “General Introduction of International Conference”, and “Example of the Actual International Conferences and Current Hot Themes”, during which online live lectures as well as discussion forum and group assignment to draft a proposal of a resolution to submit in a real-world international conference were held to offer all the trainees experience to take part in discussions and negotiations. Since the ITU World Telecommunication Standardization Assembly 2020 (WTSA-20) will be held in India the end of this year, the Mock Conference focused on the WTSA-20.

23 April 2020, Bangkok, Thailand

On 23 April 2020, APT received a courtesy visit by Ms. Atsuko Okuda, new ITU Regional Director for Asia and the Pacific at the APT Headquarters. A fruitful discussion was made on how APT and ITU could collaborate in order to achieve the sustainable development of ICT/telecommunication in the Asia-Pacific region.

APT Joins International Girls in ICT Day Celebration
23 April 2020

On 23 April 2020, ITU celebrated the “International Girls in ICT Day”, an annual celebration and global campaign to empower and encourage girls and young women to take up studies and careers in ICTs, which is celebrated every fourth Thursday of April. Due to the COVID-19, the celebration was conducted virtually.

As part of the celebration, ITU organized “24-hour World Tour of Girls in ICT Day”. The celebration lasted 24-hour with virtual celebrations taking place all over the world. It was reported that the Thai Ministry of Digital Economy and Society (MDES), the National Broadcasting and Telecommunications Commission (NBTC), APT, ITU Regional Office for Asia and the Pacific and other partners would join hands to organize “Thailand Girls in ICT Day” on 29 and 30 July 2020 as part of “24-hour virtual celebration”.

ITU also organized the online dialogue “Girls in ICT: Inspiring the Next Generation” on 23 April 2020 from 14:00-15:30 (Geneva time). The dialogue had brought panelists amongst women and girls with influence in the ICT sector to encourage girls and young woman to pursue careers in ICT by taking up STEM subjects and by leveraging the power of digital technologies. Ms. Areewan Haorangsi, Secretary General of APT also joined the dialogue and shared her thoughts on the topic “What is the role of regional organizations and how can they help national stakeholders to attract more women in STEM?”

APT Web Dialogue

In view of the concern of the spread of the COVID-19 in Asia-Pacific region and across the world, APT has decided to postpone some of APT work programmes scheduled to be held during the first quarter of 2020 to later months and also organise virtual meetings for some work programmes.

A series of “APT Web Dialogue” will be organised to provide an online platform for communicating closely with APT members during this difficult situation.

“APT Web Dialogue” is aimed to facilitate discussion, information sharing, knowledge and experiences among APT members as well as to provide an opportunity for coordination on issues, if necessary.

This initiative is expected to serve as a good and flexible communication tool for APT members.

1st APT Web Dialogue: “COVID-19: Responses from Asia-Pacific”
18 May 2020, Virtual Meeting

1st APT Web Dialogue was held on Monday, 18 May 2020 from 13:00 to 14:30 hrs. (Bangkok time) on the topic of “COVID19: Responses from Asia-Pacific”. APT Secretariat shared the activities and measures that have been implemented in facing the COVID-19 situation, as well as the plan for the future. APT members also shared information regarding their policies and measures to cope with the situation.

The launch of the 1st APT Web Dialogue was also to celebrate the World Telecommunication and Information Society Day (17 May).

The 2nd APT Web Dialogue on the topic “APT Preparation for WTDC-21” will be organized on 27 May 2020 via Zoom meeting platform. It is aimed to provide relevant information on the preparation for the World Telecommunication Development Conference 2021 (WTDC-21) as well as ITU to APT members.

3rd APT Web Dialogue: "APT Preparation for WTDC-21 (2/2)"

1 June 2020, Virtual Meeting

The 3rd APT Web Dialogue on the topic “APT Preparation for WTDC-21” will be organized on 1 June 2020. It is aimed to be a platform for an informal consultation among APT members on the preparation for WTDC-21. The dialogue will be via Zoom meeting platform.

 

The Web Dialogue on 1 June 2020 will discuss the APT Preparatory Process for WTDC-21.

Virtual Interim Meeting of Working Group 3 of the APT-WTSA20

June 2020, Virtual Meeting

Virtual Interim Meeting of Working Group 3 (APT WTSA20-WG3-IM) will be held from in Mid-June 2020. The date and time is during the coordination with Members. The virtual interim meeting will continue to review the input contributions allocated to Working Group 3 at the APT WTSA20-2 and further discuss possible development of candidate Preliminary APT Common Proposals (PACPs) to be submitted to the APT WTSA20-3.

The 3rd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-3)

13-17 July 2020, Virtual Meeting

APT will organize a virtual meeting for the 3rd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-3) from 13 to 17 July 2020.

 

The objective of APT WTSA20-3 is to assist the APT Members to prepare for the ITU World Telecommunication Standardization Assembly 2020 (WTSA-20) which will take place in Hyderabad, India from 17 to 27 November 2020. APT WTSA20-3 will discuss the issues to be identified for WTSA-20 and develop Preliminary APT Common Proposals (PACPs) on those issues based on the input contributions from the APT Members.
