The 3rd Meeting of the APT Conference Preparatory Group for WRC-23 (APG23-3) : 8 - 13 November 2021, Virtual/Online Meeting

The 3rd Meeting of the APT Conference Preparatory Group for WRC-23 (APG23-2) was held virtually/online from 8 to 13 November 2021. The Meeting was attended by a total of 768 participants, representing 25 Members, 1 Associate Member, 30 Affiliate Members, 6 International/Regional Organizations and an observer. The objectives of APG23-3 were:

APG23-3 considered contributions of APT Members, reviewed the progress of studies on WRC-23 Agenda Items and reviewed the APT Preliminary Views on WRC-23 Agenda Items that were developed at APG23-2. Based on the intensive discussion at the Drafting Groups and Working Parties, APG23-3 updated the APT Preliminary Views on WRC-23 Agenda Items. Those has been posted at APT website to be viewed publicly.

APG23-3 recognized that the preparation work for WRC-23 matters is less progressed than normal at this stage of a WRC cycle because of lack of physical meetings due to the current situation of the COVID-19 pandemic. APG23-3 felt that there is a need for more meetings of WPs in order to progress the work of the APG-23 effectively. Hence, APG23-3 decided to organize the Intersessional Working Party (IWP) Meetings (virtual/online meeting) in between APG Meetings subjected to the approval of the Management Committee.

In addition to developing APT Preliminary Views, APG23-3 also established an Ad Hoc Group to conclude the work on revising the Working Method of APG as well as the "Draft APT Information/Document Access Policy’. On the issue of ‘Draft APT Information/Document Access Policy’, APG23-3 reviewed the outcomes of WGMC-9 on this regard. APG23-3 felt that current practices of access policy for APG meeting documents well fits for the purpose of APG as well as the interests of APT members.

APG23-3 also continued to revise the Working Methods of APG to order to enhance and streamline the work of APG more efficiently. It was decided that the revision of the Working Methods of APG would continue an intersessional meeting as well as at APG23-4.

The next meeting of the APG-23 (APG23-4) will be held in July/August 2022.

Extraordinary Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-e) : 17 - 19 November 2021, Virtual/Online Meeting

The Extraordinary Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-e) was held virtually from 17 to 19 November 2021. APT WTSA20-e was attended by 269 participants from APT Members, Affiliate Members, international/regional organizations.

The followings are the key outcomes of the meeting:

a)     Review relevant proposal from RTOs to ACPs

b)     Confirmation of focal points for ACPs

c)     Nomination of leading/assisting countries for ACPs

d)     Nomination of focal points for other RTOs’ proposals where APT has not produced any ACPs or APT Positions

e)     Endorsement of APT Members’ nomination for Office Bearers of WTSA-20

f)      Agreement on Information for APT coordination during the WTSA-20 including role and responsibilities of Office Bearers of APT WTSA-20, leading/assisting countries of ACPs, and focal points where APT has not produced any ACPs or APT Positions.

Seminar on Progress in the APT for the year 2021 (SPA-2021)

29 November 2021, Virtual/Online Meeting

The Seminar on Progress in the APT for the year 2021 (SPA-2021) was organized on 29 November 2021 in conjunction with the 45th Session of the Management Committee of the APT (MC-45) held from 30 November to 3 December 2021. The seminar was attended by 66 participants from APT Members and Affiliate Members.

SPA-2021 covered the review of the implementation of the APT Work Programmes and activities during the year 2021, which were introduced in line with 5 Strategic Pillars of the Strategic Plan of the APT.

The 45th Session of the Management Committee of the APT (MC-45)

30 November - 3 December 2021, Virtual/Online Meeting

The 45th Session of the Management Committee of the APT (MC-45) was held virtually from 30 November - 3 December 2021. The MC-45 was attended by 189 representatives from 30 Members, 3 Associate Member, 8 Affiliate Members, International Organizations, Special Guest, APT Secretariat and the External Auditor.

MC-45 reviewed and considered the Work Programme activities and Budget expenditure of the APT in 2021. For the year 2022, MC-45 approved the Work Programme for the year 2022 in order to implement objectives of  the Strategic Plan of the APT and approved the Annual Budget for the year 2022 in the amount of USD 3,027,464.

In addition, MC-45 approved the Working Methods of the APT Preparatory Group for ITU Plenipotentiary Conferences 2022 (APT PP-22) and the revised Working Methods of the following APT Work Programmes:

·       APT Policy and Regulatory Forum (PRF)

·       APT Policy and Regulatory Forum for Pacific (PRFP)

·       APT Wireless Group (AWG)

MC-45 also approved the following documents. 1) The APT Recommendation on Licensed Shared Access (LSA) developed by AWG, and 2) Guidelines on APT Information/Document Access Policy, which outlines the categories of publicly available documents and members only documents.

MC-45 also instructed APT Work Programmes and APT Secretariat to review all the relevant documents and its Working Methods for the inclusion of the gender-neutral language.

Upcoming Event

The 4th Meeting of the APT Preparatory Group for WTDC-21  
(APT WTDC21-4)

24 - 28 January 2022, Bangkok, Thailand/Online (Hybrid Meeting)

APT WTDC21-4 will be held from 24 to 28 January 2022 in Bangkok, Thailand with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). The event will be hosted by the Ministry of Digital Economy and Society (MDES) and the Office of the National Broadcasting and Telecommunications Commission (NBTC), Thailand, and take place at Intercontinental Hotel Bangkok.

APT WTDC21-4 will continue the discussion on the issues of interest to the region for World Telecommunication Development Conference (WTDC-21) and develop Preliminary APT Common Proposals for WTDC-21. APT WTDC21-4 is expected to consider the input contributions from APT members; review outcomes of the views of other regional organizations; review outcomes of TDAG and Council 2021; develop Preliminary APT Common Proposal for WTDC-21; and develop arrangements for APT Coordination Meetings during WTDC-21.

Australia: Survey on “Cyber Security as a Profession"

The Global Forum for Cyber Expertise (GFCE) has launched a global survey on “Cyber Security as a Profession". The survey is open to all interested parties until the end of January 2022, with a draft report to follow shortly after. The aim is to raise awareness of the issues and learn more about best practice and how people are thinking about this issue and opportunities to strengthen cyber capacity and expertise globally.

As member of the GFCE, Australia focuses on building CERT capacity with other countries and raising awareness of cyber threats. Further, Australia is keen to leverage off the survey results in building a pipeline of cyber professionals both domestically and internationally. It is believed that the survey’s report will be beneficial for collective understanding and enable best focus efforts in building cyber security professionals.
