32nd APT Standardization Program Forum (ASTAP-32)

10-11 November 2020, Virtual Meeting

 

The 32nd APT Standardization Program Forum (ASTAP-32) was held virtually from 10 to 11 November 2020.

 

ASTAP-32 discussed APT Members’ responses to Questionnaire on the requirements in ICT Standardization and review the Work Plan of three Working Groups under ASTAP. The meeting revised the Working Methods of ASTAP to include the online meeting for the regular meetings of the ASTAP as well as the interim meetings of ASTAP Working Groups. The revised Working Methods also included the approval procedure for APT Recommendation developed by APT Work Programme including ASTAP.

 

ASTAP-32 also agreed to renew the MOU between APT and ETSI and updated the mapping of areas of mutual interest between APT and ETSI relevant to ASTAP.

 

ASTAP-32 elected Dr. Hyoung Jun Kim (Republic of Korea) as the new Chairman of ASTAP and elected Mr. Xiaoyu You (People's Republic of China) and Dr. Hediyuki Iwata (Japan) as new Vice-Chairmen of ASTAP with a three-year term.

Extraordinary Meeting of the APT Preparatory Group for WTDC-21 (APT WTDC21-e)

12 November 2020, Virtual Meeting

 

The Extraordinary Meeting of the APT Preparatory Group for WTDC-21 (APT WTDC21-e) was held virtually on 12 November 2020.

 

The main objectives of the meeting were to discuss and exchange views on issues relevant to the outcomes of TDAG Working Group on Strategic Operational Plans; on WTDC Resolutions, Declaration and Thematic Priorities, and on WTDC Preparations, and to provide some inputs from the perspective of APT region to the upcoming TDAG meeting which would be held on 23 November 2020.

 

The meeting provided views regarding the participation at the Interregional Coordination Meetings (IRMs) and agreed on WTDC Conference theme of “Connecting the unconnected to achieve Sustainable Development”. The meeting also supported proposals to streamline the review of the Strategic Operation Plans and lessen the administrative tasks during the WTDC as contained in the Report of the TDAG WG on Strategic and Operational Plans.

 

The next meeting of the APT Preparatory Group for WTDC-21 was scheduled in February 2021.

 

 

The 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4)

16-20 November 2020, Virtual Meeting

 

The 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4) was held virtually from 16 to 20 November 2020.

 

APT WTSA20-4 reaffirmed and adopted 29 Preliminary APT Common Proposals (PACPs) for WTSA-20 and 5 APT Views to be submitted to ITU-T TSAG.

 

 

The 15th Session of the General Assembly of the APT (GA-15)

3-5 December 2020, Virtual Meeting/ Bangkok, Thailand

 

The 15th Session of the General Assembly of the Asia-Pacific Telecommunity (GA-15) was held from 3 to 5 December 2020 as a virtual meeting with physical attendance at the APT Headquarters in Bangkok, Thailand. The meeting was hosted by the APT. GA-15 was attended by over 200 representatives from 35 Members, 1 Associate Member, 2 Affiliate Members, and others.

 

Ms. Ajarin Pattanapanchai, President of the Asia-Pacific Telecommunity inaugurated the GA-15. Ms. Armida Salsiah Alisjahbana, Under Secretary-General of the United Nations and Executive Secretary, United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and Mr. Houlin Zhao, Secretary-General, International Telecommunication Union (ITU) greeted the meeting via video messages.

 

GA-15 elected Mr. Mabito Yoshida (Japan) as the President of the General Assembly of the APT and Mr. Ilyas Ahmed (Maldives) and Ms. Kalaya Chinatiworn (Thailand) as the Vice-Presidents of the General Assembly.

 

GA-15 noted the implementation of the Strategic Plan of the APT for 2018-2020 and adopted the Strategic Plan of the APT for 2021-2023, which will be used as guidelines for implementation of APT activities in the next three years.

 

GA-15 also decided the unit cost of contributions to be USD 10,280 (at the same level of 2018-2020), determined the limits of expenditures for the period 2021-2023, noted the pledged units of contributions from Members and Associate Members for the period of 2021-2023, approved Revised Resolution on the Procedure for the Election of the Secretary General and Deputy Secretary General of the APT (Resolution 12 (GA-15, Bangkok, 2020, Rev.1)), approved Revised Resolution on the Management and Follow-up on Membership in Arrears (Resolution 13 (GA-15, Bangkok, 2020, Rev.1)), and agreed to conclude the MOU between APT and the Inter-American Telecommunication Commission (CITEL).

 

On 4 December 2020, the Election of the Secretary General and the Deputy Secretary General of the APT for the next three-year term was conducted physically at the APT Headquarters in Bangkok.

 

GA-15 elected Mr. Masanori Kondo (Japan) as the Secretary General and Mr. Liu Ziping (People’s Republic of China) as the Deputy Secretary General of the APT. Both of them will take up their duties on 9 February 2021 as determined by the GA-15.

 

The 16th Session of the General Assembly of the APT (GA-16) will be held in 2023. Members and Associate Members were invited to consider hosting the GA-16, which would be held back-to-back with the 47th Session of the Management Committee of the APT.

 

 

The 44th Session of the Management Committee of the APT (MC-44)

7-10 December 2020, Virtual Meeting

 

The 44th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-44) was held virtually from 7 to 10 December 2020. The MC-44 was attended by 172 representatives from 32 Members, 1 Associate Member, 5 Affiliate Members, International Organization, APT Secretariat and the External Auditor.

 

MC-44 reviewed the Work Programme activities and Budget expenditure of the APT in 2020. For the year 2021, MC-44 approved the Work Programme for the year 2021 based on Strategic Pillars of the Strategic Plan of the APT as an exceptional case and approved the Annual Budget for the year 2021 amounted to USD 2,978,224.

 

MC-44 approved the amendment to the Staff Regulations and Staff Rules of the Asia-Pacific Telecommunity on the retirement age of the staff members of the APT Secretariat to be 65 years and also approved the effective date of the new retirement age for the staff members of the APT Secretariat as 1 January 2021.

 

MC-44 approved the revised Affiliate Membership Guidelines and approved a new Guidelines for Remote Participation to the APT Meetings.

 

MC-44 approved the revised Working Methods of the following APT Work Programmes:

Ø  APT Preparatory Group for ITU World Telecommunication Standardization Assembly (APT-WTSA)

Ø  APT Preparatory Group for ITU World Telecommunication Development Conference (APT-WTDC)

 

MC-44 elected Dr. Ahmad Reza Sharafat (Islamic Republic of Iran) as the Chairman of the Management Committee of the APT and Ms. Phavanhna DOUANGBOUPHA (Lao People's Democratic Republic) and Dr. NARANMANDAKH Tumen-Ulzii (Mongolia) as the Vice-Chairmen of the Management Committee of the APT for the next two-year term.

 

MC-44 appointed Ms. Mina Seonmin JUN (Republic of Korea) and Mr. UENO Yasunari (Japan) as Chairman and Vice-Chairman of WGMC for three-year term.
