On
30 July 2020, the Cabinet of Thailand officially approved to extend the
duration of enforcement of the Declaration on an Emergency Situations in all
areas of the Kingdom of Thailand for
another month, from 1 to 31 August 2020. As Thailand will be announcing the
sixth phase relaxation of disease-control restrictions and more foreigners
would be allowed to enter Thailand, the emergency situation declaration is
still necessary, along with public health measures, and controls for travelling
in and out of the country, which will support the tracking and quarantine of
people suspected of being infected with the virus and help prevent the spread of COVID-19. The intention of this
extension is not to prohibit or limit any activities but to facilitate the operations of relevant state officials in
order to handle the COVID-19 situation with greater efficiency. The
enforcement will remain for a certain period until there are other effective
mechanisms to replace the declaration. As of the publication
date, no staff member of APT Secretariat has caught the COVID-19. |

APT launches video training for APT Frequency
Information System (AFIS) APT has been conducting
training sessions for Members for the use of APT Frequency Information System
(AFIS) for last two years. Face-face training sessions on AFIS were organized
in more than 10 APT Member countries. Based on the request
from many APT Members and considering the necessity, APT Secretariat has
developed online training sessions for AFIS. The online video tutorial
sessions provide step by step training for the detail use of AFIS. Individual
video lessons have been prepared for different parts of AFIS. The tutorials
have been divided into two parts: -
Tutorial 1: General use and search of data in AFIS -
Tutorial 2: Data insertion and data maintenance in AFIS Video lessons have been
uploaded at APT Website: https://www.apt.int/AFIS-Tutorial and are
freely accessible for APT members. These online video tutorials will assist
APT Members to get familiar with the use of AFIS and how to insert and
maintain data related to the usage of various frequency bands in AFIS. For any questions and

The 3rd Meeting of the APT Preparatory Group for WTSA-20 (APT
WTSA20-3) 13-17 July 2020 The Virtual Meeting for
the 3rd Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-2) was
held from 13 to 17 July 2020. The Meeting was attended by 266 participants
from APT Members, Associate Members,
Affiliate Members, International Telecommunication Union (ITU), Regional
Telecommunication Organizations (RTOs) and APT Secretariat. The meeting reviewed and
discussed on 64 input contributions and 7 information documents from ITU and
RTOs. The meeting identified 31
candidate Preliminary APT Common Proposals (PACPs) and approved 7 PACPs as
Output of the meeting. The meeting also approved the liaison statement on WTSA-20
regional focal points and coordinators which would be sent to ITU TSAG. The meeting also agreed to
have two virtual Interim Meetings for Working Groups of APT WTSA-20 from
18-21 August 2020 and 13-16 October 2020 respectively to continue discussion
on input contributions at APT WTSA20-3 and develop a possible draft
Preliminary APT Common Proposals (PACPs). The Virtual Meeting for
the 4th Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-4) is

The 1st
Meeting of the APT Preparatory Group for WTDC-21 (APT WTDC21-1) 24 July 2020 The 1st Meeting of the APT Preparatory
Group for WTDC-21 (APT WTDC21-1) was held on 24 July 2020 as a Virtual
Meeting. Mr. Charles Punaha, Chairman of the APT
Preparatory Group for WTDC-17 inaugurated the meeting. Ms. Doreen
Bogdan-Martin, BDT Director, ITU, also gave her remarks at the opening
session. APT WTDC21-1 was attended by 116
participants representing Members, Affiliate Members, and
International/Regional Organizations. The meeting was successful in
fulfilling its objective to initiate the preparatory process of the APT for
the ITU World Telecommunication Development Conference 2021 (WTDC-21). Dr. Ahmad Reza Sharafat
(Islamic Republic of Iran) was elected Chairman of the APT Preparatory Group
for WTDC-21 (APT WTDC-21). Mr. Norifumi Yamaguchi
(Japan) and Mr. Sung Joon Choi (Republic of Korea) were elected Vice-Chairmen
of APT WTDC-21. The meeting adopted the structure of Working
Groups for the APT WTDC-21, which comprised three Working Groups (WGs). The
meeting appointed Chairmen and Vice-Chairmen of the three Working Groups as
follows: Working Group 1 (WG1): Programmes,
Study Groups and Associated Questions Chairman: Ms. Mina Seonmin
Jun (Republic of Korea) Vice-Chairmen: Mr. Wang Yapeng
(People’s Republic of China) and Ms. Maryam Espandar
(Islamic Republic of Iran) Working Group 2 (WG2): Working Methods,
Declaration and Action Plan Chairman: Ms. Alexandra Borthwick
(Australia) Vice-Chairman: Ms. Thasawan
Samorwong (Thailand) Working Group 3 (WG3): General ICT Development
Issues including Regional Initiatives Chairman: Ms. Memiko
Otsuki (Japan) Vice-Chairmen: Ms. Anna Amalina
Imam Baweh (Malaysia) and one to be nominated from
India. The meeting adopted the Working Methods of
the APT-WTDC. The meeting adopted the Work Plan of the
APT WTDC-21 and agreed to have 3 more meetings of the Group in 2021. An
extraordinary meeting of APT WTDC-21 is also planned in November 2020 prior
to the extraordinary session of the Telecommunication Development Advisory
Group (TDAG) Meeting to discuss on issues for Working Group of TDAG. The 2nd

The 2nd Meeting of the Correspondence Group
for the Strategic Plan of the APT for 2021-2023 (CGSP-2) APT will organize a
virtual meeting of the 2nd Meeting of the Correspondence Group for the
Strategic Plan of the APT for 2021-2023 (CGSP-2) from 6 to 7 August 2020. The objectives of the
CGSP-2 are to discuss the feedback from APT members on the first draft of the
Strategic Plan of the APT for 2021-2023 that had been circulated to all APT
members, discuss further inputs from the Members, and develop the second
draft of the Strategic Plan of the APT for 2021-2023. Click here

APT will organize a
virtual meeting for the 8th Meeting of the Working Group of Management
Committee on APT Legal Instruments (WGMC-8) from 10 to 11 August 2020. WGMC-8 will review and discuss
the tasks assigned by the 43rd Session of Management Committee of the APT,
i.e. to draft the revised Affiliate Membership Guidelines, review the
Resolution on Suspension on the Rights and Benefits of the Membership due to
Arrears, review the status of MoU between the APT and other Organizations,
and consider the timing for implementing the new retirement age. In addition,
it is also expected to discuss the draft Guidelines for APT Virtual Meetings. Click here

Virtual Interim Meeting of Working Groups of
the APT WTSA-20 (APT WTSA20-WGS-IM-2) The Virtual Interim
Meeting of Working Groups of APT WTSA-20 (APT WTSA20-WGS-IM-2) will be held
from 18 to 21 August 2020. During this virtual meeting, Working Group 2 and
Working Group 3 of APT WTSA-20 will continue to review the temporary
documents developed at APT WTSA20-3 and further discuss possible development
of draft Preliminary APT Common Proposals (PACPs) to be submitted to the APT

The 17th APT Telecommunication/ICT
Development Forum (ADF-17) APT will organize a
virtual meeting for the 17th APT Telecommunication/ICT Development Forum
(ADF-17) from 27 to 28 August 2020. The ADF provides a
platform for the APT members to discuss ways for development of
telecommunication and ICT. It is also
a platform to share the outcomes and achievements of the ICT Pilot Projects
in rural areas and other ICT projects funded by the Extra-Budgetary
Contributions (EBCs). Given the prevailing COVID-19 pandemic, ADF-17 will
mainly focus on sharing achievements of the projects funded by
Extra-Budgetary Contributions from Japan and the Republic of Korea and
introduce a new scheme of project supported by EBC from China. The objectives of the
ADF-17 are to: Report outcomes and
achievements of the APT Projects via Extra-Budgetary Contributions (EBCs) and Provide guidance and key considerations in the formulation of
EBC project proposals including the implementation of the EBC projects. Click here
