Meeting of the SATRC Working Group on
Policy, Regulation and Services for Action Plan Phase VI 1 - 2 August 2018, Male, Maldives The second SATRC Working Group
meeting on Policy, Regulation and Services was held from 1 – 2 August 2018 in
Male, Maldives. The meeting was hosted by the Communications Authority of Maldives and attended
by 18 participants from SATRC Members and Affiliate Members. The meeting discussed and worked
on the following agenda items: 1. Work plan
for the Work Items under SATRC Working Group on Policy, Regulations and Services (SAPVI); 2. Outcomes
of the SATRC Workshop on Policy, Regulation and Services, 3-5 July 2018,
Kathmandu, Nepal; 3. APT
Strategic Plan 2018-2020; 4. Discussion
on the work progress and draft outcomes for each Work Item: a) Policy
and regulatory aspects of infrastructure sharing; b) ICT
regulatory framework for M2M communications and IoT for the SATRC countries; c) Enhanced
consumer protection in digital economy (taking into account the issues of
Cybersecurity, Big Data and Data sovereignty; d) Regulatory
approaches to enhance broadband experiences; e)
Regulatory framework for Mobile Virtual
Network Operators (MVNO). 5. Consideration
of new work items for SATRC Action Plan Phase VII The meeting considered about 11
input documents. The outputs are as follows: 1. Two draft
reports on the Work Items concerning M2M and infrastructure sharing; 2. New Work
Item proposal for the SATRC Action Plan Phase VII, including Digital
financial services, mobile payment, Convergence, Quality of Service (5G),
Cloud base services, and Big Data, Data security. However, the details are to

meeting will be submitted to the next meeting of the SATRC to be held later

18th APT Policy and Regulatory Forum
(PRF-18) 8 - 10 August 2018, Dhaka, Bangladesh The 18th APT Policy and
Regulatory Forum was held from 8 to 10 August 2018 in Dhaka, Bangladesh. The forum
was hosted by Bangladesh Telecommunications Regulatory Commission (BTRC) and
attended by 160 participants from APT Members, Affiliate Members,
International/Regional Organizations, other organizations, and APT
Secretariat. The forum was inaugurated by
Honorable Mr. Mustafa Jabbar, Minister of Posts, Telecommunications and
Information Technology, Bangladesh. PRF-18 elected Mr. Md. Rezaul
Quadar as the new Chairman of PRF. The forum included the Roundtable on ICT
Policy and Regulatory Trends which was joined by high-level government
officials from Bangladesh, Malaysia, Thailand, and Vanuatu to address
regional ICT policy and regulatory challenges and opportunities in Digital
Economy, and the Roundtable on ICT Regulations to Facilitate Shaping an
Innovative ICT Industry Ecosystem in Digital Economy which was joined by
high-level officials from India and China to introduce their initiatives to
spur the innovation of industry, and a representative of mobile industry to
identify the regulatory issues for resolving for enhancing innovation. The forum discussed several
topics relevant for Digital Economy including Business Dialogue on the Role
of ICT Industry in the Era of Digital Economy, Making Conducive Ecosystems
for SMEs, Potential of Blockchain, Securing Personal Information Data, and
Being Ready to Harness the Benefit of Artificial Intelligence (AI) and
Machine Learning?. The last day of the forum was
dedicated for Special Session on Preparation for the Asia-Pacific ICT
Ministerial Meeting in 2019. The meeting elected Mr. Charles Chew as
Chairman-designate for the Correspondence Group for Ministerial Meeting. The
meeting also discussed objectives of the Asia-Pacific ICT Ministerial
Meeting, outcome documents, work plan, priority areas, possible themes and
time line towards the Asia-Pacific ICT Ministerial Meeting, draft Programme, and
hospitality of the host country. The forum ended successfully with
active participation and contributions from all delegates. The date and time
of PRF-19 will be decided during the 42nd Session of the Management Committee
of the APT to be held
in October this year. From

4th Meeting of the APT Preparatory Group for
PP-18 (APT PP18-4) 27- 30 August 2018, Kuala Lumpur, Malaysia The 4th Meeting of the APT
Preparatory Group for PP-18 (APT PP18-4) was held from 27 to 30 August 2018,
in Kuala Lumpur, Malaysia. The meeting was hosted the Ministry of Communications
and Multimedia Malaysia and Malaysian Communications and Multimedia
Commission (MCMC), Malaysia. His Excellency Mr. Gobind Singh Deo, Minister of
Communications and Multimedia Malaysia inaugurated the meeting. Mr. Houlin
Zhou, Secretary-General, International Telecommunication Union (ITU), was
also presented at the opening ceremony. APT PP18-4 was attended by 167
participants from APT Members, Associate Member, Affiliate Members,
International/Regional Organizations, other organization, and APT
Secretariat. The meeting successfully met all the objectives and developed
Preliminary APT Common Proposals (PACPs) for PP-18. Twenty-five (25)
Preliminary APT Common Proposals included Stable ITU Constitution and
Convention, ITU Strategic Plan, as well as new and revised ITU Resolutions
will be sent to APT Members for their endorsement. The meeting also discussed the
nomination of the office bearers for PP-18, tellers for PP-18, and proposed
the schedule of APT Coordination Meetings at PP-18. PP-18 will be convened in

APT Symposium on Spectrum Management 2018 3 - 5 September 2018, Manila, Philippines APT will organize the APT
Symposium on Spectrum Management 2018 from 3 to 5 September 2018 in Manila,
Philippines. The symposium will be hosted by the Department of Information
and Communications Technology (DICT), Philippines and supported by the Extra
Budgetary Contributions from Japan. The objectives of the symposium
are to discuss and share understandings on policy and regulatory issues in
spectrum management as well as possible approaches toward new ICT trends, and
to facilitate regional cooperation in relevant areas, emphasizing on but not
limited to: Role and function of spectrum
management policy in the context of National ICT Strategy; ·
Spectrum policy and regulation with
recent industry trends; ·
Related industry/competition policy and regulation
(licensing, spectrum re-farming, etc.); ·
Coordination to minimize the
cross-border interference; ·
Best practices and experiences in
spectrum management among member countries. A dialogue will also be held for
high level policy makers, regulators and industry in the region to discuss

APT Symposium on Cybersecurity 12 -14 September 2018, Seoul, Republic of Korea APT will organize the APT Symposium
on Cybersecurity from 12 to 14 September 2018 in Seoul, Republic of Korea.
The symposium will be hosted by the Ministry of Science and ICT (MSIT),
Republic of Korea and supported by the Extra Budgetary Contributions from
Australia and Japan. The overall objective of the
Symposium on cybersecurity is to bring APT members to a common platform for a
dialogue on cybersecurity and data protection issues and to provide them with
an opportunity to share and address key issues of concern, as well as to facilitate
intra-regional collaboration on policy and regulatory issues as required.
Industry leaders and other key stakeholders are expected to share their views
on various cybersecurity issues facing the sector. The specific objectives are: ·
To assist members to collaborate to
build and strengthen trust and confidence in the use of ICT so that the
people can use ICT for their progress and prosperity without any concern; ·
To provide a platform to exchange an
information on implementing and/or planning to implement polices/regulations
in cybersecurity measures; ·
To share information on the
cybersecurity threat landscape including data infringement and ransomware
attacks; ·
To address internet fraud related
issues; ·
To address the impacts of data in
digital society with a highlight on cross-border data flow, security, and

42nd Session of the Management Committee of
the Asia-Pacific Telecommunity (MC-42) 9 - 12 October 2018, Ulaanbaatar, Mongolia The 42nd Session of the
Management Committee of the Asia-Pacific Telecommunity (MC-42) is scheduled
to be held from 9 to 12 October 2018 in Ulaanbaatar, Mongolia. Prior to
MC-42, the Seminar on APT activities in 2018 will be held on 8 October 2018
at the same venue. Both events will be hosted by the Communications and
Information Technology Authority, Mongolia. MC-42 will consider and approve
the Work Programme for the year 2019 and Annual Budget for the year 2019, and
review the APT activities in 2018 which have been implemented under the Strategic
Plan for 2018-2020. Furthermore, MC-42 will elect the Chairman and two
Vice-Chairmen of the Management Committee of the APT for the next term and
discuss other issues, i.e. preparation for the Asia-Pacific ICT Ministerial

11th APT Policy and Regulation Forum for
Pacific (PRFP-11) 27 - 29 November 2018, Apia, Samoa The Asia-Pacific Telecommunity
(APT) will organize the 11th APT Policy and Regulation Forum for Pacific
(PRFP-11) from 27 to 29 November 2018 in Apia, Samoa. The forum will be
hosted by the Ministry of Communications and Information Technology (MCIT),
Government of Samoa, and supported by the Extra Budgetary Contributions from
Australia and Japan. The objective of PRFP-11 is to
provide a common platform for Pacific countries to discuss issues together
for solutions, which are viable, and feasible for particular conditions of
the region. The forum will discuss topics such as Trends on ICT Policy and
Regulation/Updates of the Pacific, AI and IoT for the Pacific, Internet
Connectivity of the Pacific and its beyond, etc. Prior to PRFP-11, APT in
collaboration with Internet Society (ISOC) and Asia Pacific Network
Information Center (APNIC) will organize the “Internet Connectivity Workshop
on Ensuring Sustainable Connectivity in Pacific” on 26 November 2018.
