The Asia-Pacific ICT Ministerial Meeting 2019 (APT-MM 2019) was held from 25 to 26 June 2019 in Singapore under the theme “Co-creating a Connected Digital Future in the Asia-Pacific”. The meeting was hosted by the Ministry of Communications and Information (MCI) and the Infocomm Media Development Authority (IMDA) of Singapore.

 

The APT-MM 2019 was to commemorate the 40th Anniversary of the APT and follow-up the development of telecommunication/ ICT in APT Member countries towards achieving the objectives of the Brunei Darussalam Statement adopted by Ministers in 2014. It was also to renew high-level commitment for continued support to further strengthen the APT as well as to provide high-level policy guidelines for the region for the next five years on the development of telecommunication/ICT and its critical role in enabling creative economy and socio-development.

 

 

 

The APT-MM 2019 was chaired by H.E. S. Iswaran, Minister for Communications and Information of Singapore and was attended by 1 Prime Minister 1 Deputy Prime Minister, 16 Ministers, 6 Vice Ministers, 4 Secretaries (Permanent Secretaries) and 4 other high-level Government officials from 29 APT Members and 3 Associate Members. Ms. Armida Salsiah Alisjahbana, Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and Mr. Houlin Zhao, Secretary-General of the International Telecommunication Union (ITU) were also in attendance. There were also participants from 22 Affiliate Members and 2 International Organizations. The APT-MM 2019 was attended by 209 participants.

 

The APT-MM 2019 discussed joint efforts to further strengthen regional cooperation and collaboration in the field of telecommunication/ICT. The meeting reviewed the achievements in implementing the Brunei Darussalam Statement on building smart digital economies through telecommunication/ICT which was adopted at the last Ministerial Meeting in 2014. The meeting then adopted Singapore Statement of the Asia-Pacific ICT Ministers on Co-creating a connected digital future in the Asia-Pacific which consists of five Strategic Goals i.e.

 

A.    Digital Transformation

B.    Digital Innovation and Creativity

C.    Digital Community

D.    Digital Trust

E.    Digital Capacity Building and Partnerships

 

In the Statement, Ministers reaffirm their commitment to collectively work towards strengthening telecommunication/ICT development and connectivity in the Asia-Pacific region so as to promote the digital economy, achieve sustainable development and improve the quality of life of their people.

 

In implementing the initiatives and visions of the Ministers in the Singapore Statement, APT Secretariat will integrate those initiatives in the objectives and activities of the Work Programmes for 2020. Furthermore, the Singapore Statement will be the guidelines in preparing the next Strategic Plan of the APT for 2021-2023 to be adopted at the 15th Session of the General Assembly of the APT in the year 2020.

 

Prior to the APT-MM 2019, the Senior Officials Meeting for the Asia-Pacific ICT Ministerial Meeting 2019 (SOM 2019) was held on 24 June 2019 at the same venue. The meeting was chaired by Mr. Leong Keng Thai, Deputy Chief Executive of Infocomm Media Development Authority of Singapore (IMDA). SOM 2019 was attended by 127 participants from 29 APT Members, 3 Associate Members, and APT Secretariat. SOM 2019 had a final review of the draft Ministerial Statement and draft Press Release before it is submitted to the APT-MM 2019 for consideration and adoption. SOM 2019 also finalised the provisional agenda and tentative programme of APT-MM 2019.

 

Gala Dinner at the Istana

 

 

 

H.E. Madam Halimah Yacob, the President of the Republic of Singapore, hosted the Gala Dinner on the occasion of the Asia-Pacific ICT Ministerial Meeting 2019 and the Asia-Pacific Telecommunity 40th Anniversary at the Istana on 25 June 2019.

The 1st Meeting of the APT Preparatory Group for WTSA-20
(APT WTSA20-1)

11 June 2019, Tokyo, Japan

The 1st Meeting of the APT Preparatory Group for WTSA-20 (APT WTSA20-1) was held in the morning of 11 June 2019 in Tokyo, Japan. The meeting was hosted by the Ministry of Internal Affairs and Communications, Japan and attended by 109 participants from APT Members, Associate Member, Affiliate Members, International Telecommunication Union (ITU) and APT Secretariat.

 

The inaugural address was given by H.E. Ms. Yukari Sato, State Minister for Internal Affairs and Communications, Japan

 

The meeting elected Mr. Yoichi Maeda (Japan) as Chairman and Dr. Hyoungjun Kim (Republic of Korea), Mr. Xu Heyuan (People’s Republic of China) and Mr. Arvind Chawla (India) as Vice-Chairmen of APT Preparatory Group for WTSA-20 (APT-WTSA20).  The meeting also appointed Chairmen and Vice-Chairmen of the Working Groups of APT-WTSA20. In addition, the meeting approved the Structure, Working Methods and Work Plan of the APT-WTSA20. The 2 Meeting of the APT Preparatory Group for WTSA-20 is expected to be held in the first quarter of 2020.

31st APT Standardization Program Forum (ASTAP-31)

11 - 15 June 2019, Tokyo, Japan

The 31st APT Standardization Program Forum (ASTAP-31) was held from the afternoon of 11 to 15 June 2019 in Tokyo, Japan. The forum was hosted by the Ministry of Internal Affairs and Communications, Japan. A total of 180 participants from APT Members, Associate Member, Affiliate Members, International Telecommunication Union (ITU), other organizations and APT Secretariat attended the forum.

 

H.E. Mr. Toru Kunishige, Parliamentary Vice-Minister for Internal Affairs and Communications, Japan, inaugurated the meeting of ASTAP-31 on 12 June 2019.

ASTAP-31 started with a half-day Industry Workshop in the afternoon of 11 June 2019 with theme “Internet of Things” focused on Disaster Response and Smart Cities and IoT. ASTAP-31 reviewed and discussed 99 contributions and information documents. ASTAP-31 finalized nine new APT Reports and revised two APT Reports. ASTAP-31 also approved four Questionnaires to be circulated to APT Members. ASTAP-32 is being planned to be held in May 2020.

The Meeting of the SATRC Working Group on Spectrum

11 - 12 June 2019, Tehran, Islamic Republic of Iran

The Meeting of the SATRC Working Group on Spectrum was held in Tehran, Islamic Republic of Iran from 11 to 12 June 2019. The meeting was hosted by Communications Regulatory Authority (CRA) of Islamic Republic of Iran. The meeting was part of implementation of SATRC Action Plan Phase VII which was adopted at the 19 the Meeting of SATRC held last year in Islamabad, Pakistan. This was the first event of Action Plan Phase VII for the year 2019-2020.

 

The meeting was attended by 21 experts from 8 SATRC Members. The meeting focused its work on following three work items assigned to the Working Group:

·         Assessment of current practices in spectrum management and developing spectrum roadmap 

·         Spectrum re-farming

·         Spectrum consideration for the deployment of IoT

 

The meeting discussed the work items in detailed and finalized the terms of reference and work scopes of those work items. Experts from SATRC Members presented their views and current status of those issues and shared their experience. A good number of presentations were delivered in order to facilitate the work on those item. The meeting also finalized detailed work plan, developed questionnaires and appointed lead/associate experts for each of the work items as outcomes.  The Working Group on Spectrum agreed to continue the effort via e-Meetings.

 

The meeting of the SATRC Working Group on Policy, Regulation and Service will be held from 11 to 12 July 2019 in Colombo, Sri Lanka.

The 25th Meeting of the APT Wireless Group (AWG-25)

1 - 5 July 2019, Tangerang, Indonesia

The APT will organize the 25th Meeting of the APT Wireless Group (AWG-25) from 1 to 5 July 2019 in ICE BSD City, Tangerang, Indonesia. The meeting will be hosted by the Ministry of Communications and Informatics (MCI), Republic of Indonesia.

 

The work areas of AWG include spectrum arrangement and harmonization, spectrum monitoring, spectrum sharing studies, future development of IMT and many other emerging wireless technologies. During the AWG-25, the Working Groups of AWG will review the work progress on work items and develop outcomes based on decision taken at the meeting.

The Meeting of the SATRC Working Group on Policy, Regulation and Services

11 - 12 July 2019, Colombo, Sri Lanka

The APT will organize the Meeting of the SATRC Working Group on Policy, Regulation and Services from 11 to 12 July 2019 in Colombo, Sri Lanka. The meeting is hosted by Telecommunications Regulatory Commission of Sri Lanka.

 

The meeting of SATRC Working Group on Policy, Regulation and Services is a part of the activities of SATRC Action Plan Phase VII which was adopted by the 19th Meeting of SATRC (SATRC-19) held in Islamabad, Pakistan. The objective of the meeting is to conduct the Working Group activities on the work items assigned by the Council. This meeting will be the first meeting of the Working Group under SATRC Action Plan Phase VII and expected to discuss the Work Items assigned to the Working Group.

The 5th Meeting of APT Conference Preparatory Group for WRC-19 (APG19-5)

31 July - 6 August 2019, Tokyo, Japan

The APT will organize the 5th Meeting of APT Conference Preparatory Group for WRC-19 (APG19-5) from 31 July to 6 August 2019 in Tokyo, Japan. The meeting will be hosted by the Ministry of Internal Affairs and Communications (MIC), Japan.

 

APG19-5 will review the results of the APG19-4 meeting, the outcomes of CPM19-2 and 26th meeting of RAG and consider the results of ITU-R studies and relevant information provided by AWG in relation to WRC-19 Agenda items. The meeting will also finalise APT views for WRC-19 Agenda items based on input contributions from APT Members, develop Preliminary APT Common Proposals (PACPs) for WRC-19 Agenda items, review issues related to RA-19 activities and develop the corresponding APT Positions, if any, develop Preliminary PACPs for RA-19, if any, review the activities of other regional organisations, in particular, their positions and common proposals with a view to fostering inter-regional cooperation; and review, if necessary, the Working Methods of APG in relation to mechanism in coordinating APT activities during RA-19 and WRC-19.

 

APG19-5 is expected to achieve the following outcomes:

1.     Preliminary APT Common Proposals (PACPs) for WRC-19 Agenda items;

2.     Preliminary APT Common Proposals (PACPs) for RA-19;

3.     APT Positions on issues related to WRC-19 and/or RA-19, if any.

The 19th APT Policy and Regulatory Forum (PRF-19)

14 - 16 August 2019, Thimphu, Bhutan

The APT will organize the 19th APT Policy and Regulatory Forum (PRF-19) from 14 to 16 August 2019 in Thimphu, Bhutan. The forum will be hosted by the Ministry of Information and Communications (MoIC) of Bhutan.

 

PRF-19 will continue to focus its work within the five Strategic Pillars of the Strategic Plan of the APT for 2018-2020 which serves as the guideline for APT’s activities from 2018-2020. The forum will also provide opportunity for members to get the updates on the outcomes of the discussion from the APT-MM 2019 as well as to discuss key takeaways for the adopted Ministerial Statement which provides five-year vision for the Asia-Pacific Region. It will address issues such as connectivity initiatives, 5G, cross-border transfer of data, digital inclusion, etc., and discuss various issues including policy and regulatory challenges, opportunities, and best practices.

The 20th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-20)

28 - 29 August 2019, Paro, Bhutan

The APT will organize the 20th Meeting of the South Asian Telecommunication Regulators' Council (SATRC-20) from 28 to 29 August 2019 in Paro, Bhutan. The meeting will be hosted by the Bhutan InfoComm and Media Authority (BICMA).

 

SATRC-20 will discuss the key policy and regulatory issues in SATRC Member countries and review the progress of SATRC Action Plan Phase VII. The meeting will also convene Regulators' Roundtable, Industry-Regulator Dialogue, Sharing Regulatory Experiences and Industry Sessions to facilitate the development of the telecom/ICT sector in South Asia. The Regulators' Roundtable will be held exclusively for the head of regulators to discuss and share thoughts on important regulatory issues that require regional collaboration specifically for the SATRC Member countries and the Asia-Pacific region in general.

The 16th APT Telecommunication/ICT Development Forum (ADF-16)

10 - 12 September 2019, Phnom Penh, Cambodia

The APT will organize the 16th APT Telecommunication/ICT Development Forum (ADF-16) from 10 to 12 September 2019 in Phnom Penh, Cambodia. The forum will be hosted by the Ministry of Posts and Telecommunications (MPTC), Cambodia.

 

The overall objectives of ADF are to 1) focus on the telecommunications and ICT development issues for developing countries where policy makers, regulators and other relevant officials from the region come together on a common platform for a dialogue on issues of common concern with special attention on the rural areas; 2) provide opportunity for Members to share information on the best practices and experiences for the common issues on ICT development; and 3) promote sharing of expertise for addressing key issues of concern to the APT members on ICT development issues and facilitating intra-regional collaboration on telecommunication and ICT development issues as required.
