23rd Meeting of APT Wireless Group (AWG-23)

9 - 13 April 2018, Da Nang City,  Socialist Republic of Viet Nam

The 23rd Meeting of APT Wireless Group (AWG-23) was held from 9 to 13 April 2018 in Da Nang City, Viet Nam. The meeting was hosted by the Ministry of Information and Communications (MIC), Socialist Republic of Viet Nam.   

 

The meeting was attended by 191 participants from APT Members, Associate Members, Affiliate Members, International/Regional Organizations and other organizations. H.E. Mr. Pham Hong Hai, Vice Minister, Ministry of Information and Communications, Socialist Republic of Viet Nam graced the meeting and delivered the inaugural address.

 

During AWG-23, the Working Groups, Sub-Working Groups and Task Groups met several times to discuss the work progress on various work items. The work items are  related  to various work areas including spectrum arrangement and harmonization; spectrum monitoring; spectrum sharing studies; future development of IMT; fixed wireless systems; intelligent transport system; wireless power transmission; modern satellite systems; aeronautical and maritime; PPDR and railway radiocommunication.

 

In addition, the meeting created two Ad hoc Groups to discuss the subject of High Altitude Platform Systems (HAPS) and issue related to the adoption of Draft APT Recommendation. The Ad hoc group on HAPS considered a number of proposals including the formation of a new Task Group on HAPS (TG HAPS) and developed a questionnaire to study the situation of HAPS in Asia-Pacific countries. While the questionnaire was approved by the meeting, the Ad hoc group decided to continue the discussion on the formation of the new TG HAPS at next AWG meeting. The Ad hoc group on Recommendation suggested a number of ways and enhanced communication mechanism to seek Members’ endorsements for the Draft APT Recommendations. 

 

The meeting considered over hundred input documents and the outputs of the meeting were as follows:

       Three new reports concerning the utilization of spectrum and technical study on FWS link and two revised existing reports.

       Revised Recommendation on Licensed Shared Access (LSA)

       Four questionnaires relating to 5G, HAPS, Wireless Power Transmission (WPT) and APT700 band

       Two liaison documents to ITU-R working parties  

 

AWG-23 decided to abandon the Task Group on CRS/SDR. The terms of reference and work plan of the Sub-Working Groups and Task Groups were updated accordingly.

 

The next AWG meeting will be held from 17 to 21 September 2018 in Bangkok, Thailand.

Condolence:

During AWG-23, Mr. Jan Färjh, Head of Standards & Industry Initiatives, Ericsson Group Function Technology and Emerging Business passed away on 12 April 2018 at the meeting venue. On the same day during the morning Sub Working Group IMT, 5G mini workshop session he presented on ‘5G Development and Industry Trends’. AWG delegates were deeply saddened by the sudden passing of Mr. Jan Färjh. A message of condolence was delivered by the Chairman of AWG and a minute of silence was observed prior to the beginning of the final session of the Plenary to pay tribute to his great contributions towards mobile industry revolution and in memory of Mr. Jan Färjh.

 

AWG-23 observes a minute of silence to pay tribute to the great contributions towards mobile industry revolution and in memory of Mr. Jan Färjh, Head of Standards & Industry Initiatives, Ericsson Group, who passed away on 12 April 2018.

SATRC Workshop on Recent Trends and Technologies (5G and IoT)

7 - 9 May 2018, Tehran, Islamic Republic of Iran

APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Recent Trend and Technologies (5G and IoT) from 7 to 9 May 2018 in Tehran, Islamic Republic of Iran. The workshop will be hosted by the Communication Regulatory Authority, Ministry of Information and Communication, Islamic Republic of Iran.

 

The SATRC Workshop on Recent Trend and Technologies (5G and IoT) is a part of the implementation of SATRC Action Plan Phase VI which was adopted at the 17th SATRC meeting held in 2016 in Dhaka, Bangladesh. The workshop will focus on the recent trends and technologies such as 5G and Internet of Things (IoT). The workshop will discuss in depth on various aspects on 5G and IoT including technical detail, policy and regulatory aspects, spectrum management and others. The workshop will assist the SATRC Members in their human resource development and provide opportunity for them to exchange knowledge and experiences with experts and speakers.

30th APT Standardization Program Forum (ASTAP-30)

21 - 25 May 2018, Bangkok, Thailand

APT will organize the 30th APT Standardization Program Forum (ASTAP-30) from 21 to 25 May 2018 in Bangkok, Thailand.

 

The objective of ASTAP-30 is to promote, coordinate and harmonize telecommunication standardization activities across the Asia-Pacific region through regional cooperation. The experts will meet to enhance the level of expertise on standardization among the membership and expands the activities through practical contributions and solutions on the ICT issues in this region. ASTAP-30 will also include the Industry Workshop on Internet of Things which will be held on the first day (21 May 2018) of the Forum.

15th APT Telecommunication/ICT Development Forum (ADF-15)

11 - 14 June 2018, Colombo, Sri Lanka

APT will organize the 15th APT Telecommunication/ICT Development Forum (ADF-15) from 11 to 13 June 2018 in Colombo, Sri Lanka. The event will be hosted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL). In addition, the Forum will be followed by a one-day Joint APT-NIA Workshop on “ICT Broadband Connectivity” on 14 June 2018 hosted by National Information Society Agency (NIA), Republic of Korea.

 

The objectives of ADF-15 are:

       To address issues in increasing access to broadband connectivity with an emphasis on unserved and underserved populations;

       To address issues in promoting conducive environments for innovation and value creation in ICT;

       To address issues in enhancing the use of ICT as an enabler for achieving the Sustainable Development Goals 2030;

       To report outcomes and achievement of APT projects;

       To address challenges related to disaster preparedness, risk reduction and mitigation as implemented by APT projects;

       To discuss issues relevant for the sustainability of the funded projects

       To bring the focus of top policy makers, regulators and industry representatives of ICT sector in the Pacific countries towards the new Strategic Plan of the APT for 2018-2020.

3rd Meeting of the APT Preparatory Group for PP-18 (APT PP18-3)

18 - 21 June 2018, Melbourne, Australia

AP) will organize the 3rd Meeting of the APT Preparatory Group for PP-18 (APT PP18-3) from 18 to 21 June 2018 in Melbourne, Australia. The meeting will be hosted by the Department of Communications and the Arts (DoCA), Government of Australia.

 

APT PP18-3 will discuss the issues of interest to the region for the ITU Plenipotentiary Conference 2018 (PP-18) and provide input to 2018 Session of the Council. APT PP18-3 is expected to conduct the following activities:

       To review outcomes of Council 2018;

       To consider the revised Issue Papers from the Working Groups of APT PP-18;

       To consider the input contributions from APT Members;

       To review outcomes of the preparatory process of other regional organizations;

       To develop Preliminary APT Common Proposals for PP-18, if any.

Meeting of the SATRC Working Group on Spectrum for Action Plan Phase VI

25 - 26 June 2018, Colombo, Sri Lanka

APT will organize the Meeting of the South Asian Telecommunication Regulators’ Council (SATRC) Working Group on Spectrum for Action Plan Phase VI from 25 to 26 June 2018 in Colombo, Sri Lanka. The meeting will be hosted by the Telecommunication Regulatory Commission of Sri Lanka (TRCSL).

 

This meeting is a part of the activities of SATRC Action Plan Phase VI which was adopted by the 17th Meeting of the SATRC (SATRC-17) held in October 2016 in Dhaka, Bangladesh. The objective of the meeting is to conduct the Working Group activities on the work items assigned by the Council. This meeting will be the final meeting of the Working Group under SATRC Action Plan Phase VI and is expected to discuss the draft outcomes of the work items assigned to the Working Group.

South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services

3 - 5 July 2018, Kathmandu, Nepal

APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Policy, Regulation and Services from 3 to 5 July 2018 in Kathmandu, Nepal. The workshop will be hosted by the Nepal Telecommunication Authority (NTA), Nepal. The workshop will be supported by Extra Budgetary Contribution (EBC) by the Government of Japan.

 

The SATRC Workshop on Policy, Regulation and Services is a part of the implementation of SATRC Action Plan Phase VI which was adopted at the 17th SATRC meeting held in 2016 in Dhaka, Bangladesh. The objective of the workshop is to give an in-depth analysis on work items and better understanding in the policy, regulation and services related issues associated with those work items. The workshop is planned for high and mid-level officers of the SATRC Members. It will provide an opportunity for the SATRC Members to share their experiences and future plan with experts and industries.

5th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-5)

24 - 26 July 2018, Bangkok, Thailand

APT will organize the 5th Meeting of Working Group of Management Committee on APT Legal Instruments (WGMC-5) from 24 to 26 July 2018 at the APT Headquarters in Bangkok, Thailand.

 

WGMC-5 will undertake a holistic review on the draft revised Affiliate Membership Guidelines, discuss the draft Human Resource Management Plan, and review other existing legal instruments of the APT as instructed by the 41st Session of the Management Committee of the APT (MC-41) held in November 2017. WGMC-5 will also discuss Guidelines on Representation of the APT in Other Regions' Meetings as well as review the revised Guideline for Awarding Fellowships to the APT Event/Activity in Conjunction with the Management Committee.
