APT Young Professional and Student Programme
2018 22 December 2018, Myanmar APT Young Professional and
Student Programme 2018 (APTYPS 2018) was organized under topic ‘University
Robotic Challenge’ by Myanmar Computer Professional Association (MCPA) in Myanmar. The competition was open for undergraduate
students from all universities, private and international school in Myanmar
under the age of 25. The competition was carried under two topics: “Fire
Fighting” (Autonomous type) and “Search & Rescue” (Remote Control). ·
“Fire Fighting”:
Participants must build an autonomous, self-contained mobile robot that is
able to enter every room in the arena, identify a candle with fire and
extinguish it with any type of extinguisher. ·
“Search & Rescue”:
Participants must build a remote controlled robot that has to search and
rescue the objects in the given arena. The robot must place back the rescued
objects back to the given container.
The competition which was held on
22 December 2018 in Yangon, Myanmar awarded two teams for each topic. The
first prize worth USD 200 was for the winning team and the second prize worth
USD 100 was for best concept and innovation design. At the end of this programme, the
participants not only practiced and improved technical skills but also brought

The 4th Meeting of the APT Conference
Preparatory Group for WRC-19 (APG19-4) 7 - 12 January 2019, Busan, Republic of Korea The 4th Meeting of the APT
Conference Preparatory Group for WRC-19 was held from 7 to 12 January 2019 in
Busan, Republic of Korea. The meeting was hosted by the Ministry of Science
and ICT (MSIT), Republic of Korea. The meeting was attended by 410
participants representing Members, Associate Members, Affiliate Members,
International/Regional Organizations and other organizations. H.E. Mr. Young
Min You, Minister, Ministry of Science and ICT, Republic of Korea graced the
meeting and delivered the inaugural address. APG19-4 reviewed the outcomes of
PP-14, the draft CPM Report for WRC-19 and results of studies on WRC-19
Agenda Items by ITU-R Study Groups. It also considered more than one hundred
input contributions from APT Members and information documents from Affiliate
Members and Regional organizations and extensively discussed all those
contributions in over 80 meeting sessions in six working days of the Working
Parties and Drafting Groups. APG19-4 updated the APT Preliminary Views of
each WRC-19 Agenda Items based on the discussion at the meetings and on
consensus. APG19-4 also developed and approved APT’s contributions to the 2nd
Session of the Conference Preparatory Meeting for WRC-19 (CPM19-2) which will
be held from 18 to 28 February 2018 in Geneva, Switzerland. In addition, APG19-4 discussed
the preparations of APG for the ITU Radiocommunication Assembly (RA-19). The
ITU-R Resolutions that might be revised at the RA-19 were identified and
sought for the comments and nominations to be office bearers for various
positions of the organs of ITU-R. APG19-4 noted that both
Vice-Chairmen of APG-19, Mr. Neil Meaney (Australia) and Mr. Gao Xiaoyang
(People’s Republic of China), were not able to continue serving their
remaining period of term. In recognizing the contribution of both Australia
and People’s Republic of China as the Vice-Chairmen of APG-19 since 2015,
APG19-4 agreed that Australia and People’s Republic of China would serve as
Acting Vice-Chairmen of APG-19 for the remaining period of the incomplete
term of the Vice-Chairmen until a fresh election to be organized at the next
cycle of APG. Accordingly, APG19-4 agreed to appoint Mr. Christopher Hose
(Australia) and Ms. Zhu Keer (People’s Republic of China) as the Acting
Vice-Chairmen of APG-19. APG19-4 further appointed Mr. Jia
Huang (People’s Republic of China) replacing Ms. Zhu Keer (People’s Republic
of China) as Chairman of Working Party 1, and Dr. Jaewoo Lim (Republic of
Korea) replacing Dr. Kyungmee Kim (Republic of Korea) as Chairman of Working
Party 2.
The next meeting (APG19-5) will

The 1st Meeting of the Correspondence Group
for the Asia-Pacific ICT Ministerial Meeting 2019 (CGMM-1) 15 - 17 January 2019, Bangkok, Thailand The 1st Meeting of the Correspondence
Group for the Asia-Pacific ICT Ministerial Meeting 2019 (CGMM-1) was held
from 15 to 17 January 2019 at APT Headquarters in Bangkok, Thailand. CGMM-1
was attended by 42 participants including 31 experts from 19 APT Members and
APT Secretariat. The Correspondence Group for the
Asia-Pacific ICT Ministerial Meeting 2019 (CGMM) was established by the 42nd
Session of the Management Committee of the APT (MC-42) held in Ulaanbaatar,
Mongolia in October 2018 to develop the draft Ministerial Statement and draft
Press Release for the Asia-Pacific ICT Ministerial Meeting 2019 to be held in
Singapore. Mr. Charles Chew (Singapore) was appointed as the Chairman of CGMM
by MC-42. CGMM-1 discussed the zero draft
of the Ministerial Statement including priority areas, strategic goals, and
theme of the Ministerial Meeting. Based on extensive discussion, the meeting
identified twenty priority areas tentatively such as Digital Connectivity,
Interoperability of Data, Embracing Emerging ICT and Smart Communities, Digital
Inclusion for All, Local Contents and Applications, Online Protection for All
Citizens, Regional Collaboration, etc. The meeting also categorized those
priority areas into the possible five Strategic Goals which are as follows: a) Digital
Transformation b) Innovation/Creativity c) Digital
Community/Inclusiveness d) Cybersecurity/Digital
Trust/Trust e) Collaboration/Capacity
Building. CGMM-1 agreed on the timeline for
consultation of the draft Ministerial Statement. CGMM will further review and
provide feedback on the draft and the clean version after compilation of all
feedback will be circulated as the first draft for consultation with APT
members for comments for three weeks from 18 March to 5 April 2019. The meeting also agreed on the
schedule of the 2nd Meeting of CGMM which will be held from 15 to 18 April
2019 to finalize the draft Ministerial Statement and draft Press Release. From left: Ms.
