The 12th APT Policy and Regulation Forum for Pacific (PRFP-12)

1 – 3 October 2019, Nuku’alofa, Tonga

The 12th APT Policy and Regulation Forum for Pacific (PRFP-12) was held from 1 to 3 October 2019, in Nuku’alofa, Tonga. The Forum was hosted by Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change, & Communications (MEIDECC), Tonga. The Forum was inaugurated by Honorable Poasi M. Tei, Minister for Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications of Tonga.

 

PRFP-12 was attended by 61 participants from Members, Associate Member, Affiliate Members, International Organizations, other organizations and the APT Secretariat.

 

This year’s Forum had a special Roundtable of high-level policy makers and regulators which provided open conversation to enhance understanding on ICT and telecommunication issues. High-level officials discussed the recent development and achievements of policy and regulation in their respective countries and emerging challenges in policy and regulation.

 

The Forum included various thematic sessions on Digital Transformation: Enabling Policies and Technologies, Connectivity in the Pacific, Issues in Telecommunication Services, Digital Inclusion: Promoting ICT Adoption for all, Cybersecurity: Managing Threats, Misleading Content and Data Privacy, E-Application and its role in the Pacific, and Disaster Management in the Pacific.

 

The Forum discussed pressing needs from the Pacific Islands countries and suggested topics to be focused in the next PRFP. In addition, the Forum also discussed the effective way to address the needs of the Members and concluded to explore more ideas including setting up working group in the Forum in order to work inter-sessionary and to provide a platform for coordination among Members.

 

The Forum welcomed Vanuatu’s proposal to host PRFP-13 in 2020.

 

Ms. Areewan Haorangsi, Secretary General of APT, presented an appreciation plaque to Honorable Poasi M. Tei, Minister for Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications, Government of the Kingdom of Tonga.

APT Symposium on Cybersecurity 2019 (APT-SC 2019)

8 – 10 October 2019, Kuala Lumpur, Malaysia

The APT Symposium on Cybersecurity 2019 was held from 8 to 10 October 2019 in Kuala Lumpur, Malaysia. It was hosted by Ministry of Communications and Multimedia Malaysia (KKMM) and Malaysian Communications and Multimedia Commission (MCMC) and supported by the Extra Budgetary Contributions from Australia and Japan.

 

The Symposium was inaugurated by DatoSuriani binti Dato’ Ahmad, Secretary General, Ministry of Communication and Multimedia Malaysia.

 

The symposium was attended by 179 participants from APT Members, Affiliate Members, International Organizations, guest speakers, observers and APT Secretariat.

 

The Symposium on Cybersecurity 2019 had invited high-level executives, officials of policy makers, regulators and industry representatives from the Asia-Pacific region. A number of national and international experts on cybersecurity, personal data protection, critical information infrastructure, blockchain, smart cities participated as speakers in different sessions.

 

The symposium included various thematic sessions on initiatives on cybersecurity from public and private sectors; online safety; critical information infrastructure protection; cybersecurity in smart cities; data privacy and free and secure flow of information; digital identity and blockchain. Member countries shared the best practices, guidelines, and awareness program regarding cybersecurity. The symposium included panel discussion inviting stakeholders representing national and international organisations to collaborate against cybersecurity threats. After the symposium, it was followed by a observational site visit to MyCERT and Telecom Malaysia in Cyberjaya, Kuala Lumpur.

Seminar on Progress in APT for the year 2019 (SPA-2019)

9 December 2019, Bangkok, Thailand

The Seminar on Progress in the APT for the year 2019 (SPA-2019) will be held on 9 December 2019 in Bangkok, Thailand. This seminar will be held one day prior to the 43rd Session of the Management Committee of the APT (MC-43) to be held from 10 to 13 December 2019 at the same venue.

 

SPA-2019 will discuss the progress made in the implementation of the APT Work Programme and APT activities during the year 2019.

The 7th Meeting of the Working Group of Management Committee on APT Legal Instruments

(WGMC-7)

9 December 2019, Bangkok, Thailand

The 7th Meeting of the Working Group of Management Committee on APT Legal Instruments (WGMC-7) will be held on 9 December 2019 in Bangkok, Thailand back-to-back with the SPA-2019 at the same venue. WGMC-6 held from 17 to 19 September 2019  had discussed several issues and adopted some  documents for submission to the MC-43. Therefore, the WGMC-6 agreed that  there should be another meeting before the MC-43 and since  the SPA-2019 would be held on 9 December 2019, the WGMC-6 decided that WGMC-7 would also be  on 9 December 2019 after the SPA-2019 to review the pending issues including the Human Resource Management Plan, the Unit Cost of Contribution and MoU between APT and Other Organizations.

The 43rd Session of the Management Committee of the Asia-Pacific Telecommunity (MC-43)

10 – 13 December 2019, Bangkok, Thailand

The 43rd Session of the Management Committee of the Asia-Pacific Telecommunity (MC-43) is scheduled to be held from 10 to 13 December 2019 at the Royal Orchid Sheraton Hotel and Towers, Bangkok, Thailand. MC-43 will review the activities in 2019, which have been implemented under the Strategic Plan for 2018-2020 and will consider and approve the Work Programme and Annual Budget for 2020.

The South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum Management

18 – 20 December 2019, Goa, India

APT will organize the South Asian Telecommunication Regulators’ Council (SATRC) Workshop on Spectrum Management from 18 to 20 December 2019 in Goa, India. The workshop will be hosted by the Telecom Regulatory Authority of India (TRAI), India.

The SATRC Workshop on Spectrum Management is a part of the implementation of SATRC Action Plan Phase VII for 2019–2020 which was approved by the 19th Meeting of the SATRC held in Islamabad, Pakistan in 2018. The workshop will focus on spectrum licensing and pricing, spectrum re-farming and developing spectrum roadmap. The objective of the workshop is to give an in-depth analysis on the work items under the SATRC Working Group on Spectrum in order to increase the understanding on the issue. The workshop will also share the outcomes of World Radiocommunications Conference 2019 (WRC-19) and its implication for spectrum management. It will give an opportunity for the SATRC Members to share their experiences and future plan on spectrum management.
