2nd Meeting of the APT Preparatory Group for PP-18 (APT PP18-2)

30 January - 1 February 2018, Hanoi, Viet Nam

The 2nd Meeting of the APT Preparatory Group for PP-18 (APT PP18-2) was held from 30 January to 1 February 2018 in Hanoi, Socialist Republic of Viet Nam. The meeting was held in conjunction with the Workshop on Preparation for ITU Plenipotentiary Conference 2018 (PP-18), which was supported by ITU and Department of Communications and the Art of Australia on 29 January 2018.

 

APT PP18-2 was hosted by Ministry of Information and Communications (MIC), Socialist Republic of Viet Nam. A total of 83 participants from APT Members, Affiliate Members, International/Regional Organizations, other organization, and APT Secretariat attended the meeting. His Excellency Dr. Phan Tam, Vice Minister for Information and Communications inaugurated the meeting. Dr. Chaesub Lee, Director of Telecommunication Standardization Bureau (TSB), ITU, was also presented at the opening ceremony.

 

The meeting was successful in fulfilling its objective to discuss issues for PP-18. It also discussed outcomes of the workshop and prioritized key issues for further contributions to the next meetings. The meeting also discussed the suggested points on digital economy and encouraged interested Members to submit proposals for the next meetings.

 

The meeting agreed that no change to any provisions in the Constitution and Convention should be made unless the proposed modifications are absolutely critical and could not be achieved through other possible means. It also agreed on the suppression of Resolution 185 since its mandate has been fulfilled. In addition, the meeting also identified potential candidates for Preliminary APT Common Proposals such as Resolution 131, 140, 176 and 186.

 

In addition, the meeting reviewed the Work Plan for the upcoming preparatory meetings in 2018.The 3rd meeting (APT PP18-3) was planned for 18 to 21 June in Melbourne, Australia, and the 4th meeting (APT PP18-4) was planned for 27 -30 August in Kuala Lumpur, Malaysia. The additional meeting of PP-18 (APT PP18-Additional) will be held in Dubai / UAE and the exact date for the additional meeting would be decided at the later stage taking ITU event schedules into account.

3rd Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2019 (APG19-3)

12 - 16 March 2018, Perth, Australia

APT will organize the 3rd Meeting of the APT Conference Preparatory Group for World Radiocommunication Conference 2019 (APG19-3) from 12 to 16 March 2018 in Perth, Australia. The meeting will be hosted by the Australian Communications and Media Authority (ACMA) with support from the Department of Communications and the Arts (DoCA), Australia. The objectives of APG19-3 are as follows:

 

·         To review the results of APG19-2;

·         To review issues associated with each WRC-19 Agenda item and continue developing APT preliminary views based on input contributions from APT Members; 

·         To consider the results of ITU-R studies and relevant information provided by AWG in relation to WRC-19 Agenda items, and take necessary actions as appropriate; 

·         To review the activities of other regional organizations, in particular, their preliminary views/position with a view to fostering inter-regional cooperation; 

·         To undertake an initial review of issues related to RA-19 activities and develop a timetable for the development of harmonised APT Views; 

·         To review, as necessary, the Working Methods of APG in relation to mechanism in coordinating APT activities during CPM19-2, RA-19 and WRC-19;

·         To contribute, as appropriate, to the activities of APT Preparatory Group for PP-18 with respect to the issues under the purview of the APG; 

·         To review and revise, as appropriate, the APG work plan including the tentative schedule of meetings.

 

APG19-3 is expected to achieve the following outcomes:

 

·         Update of APT preliminary views on WRC-19 Agenda Items and issues associated with each WRC-19 Agenda Item; 

·         The provisional objectives and expected outcomes of APG19-4; 

·         Proposed modifications to Working Methods of APG, if required;

·         Contribution, if required, to APT Preparatory Group for PP-18; 

·         Revisions to the APG work plan for the preparation of WRC-19, if any.

 

Prior to APG19-3, APT will organize Training Workshop for International Conferences - for APG / WRC” from 8 to 9 March 2018 at the same venue.

23rd Meeting of APT Wireless Group (AWG-23)

9 - 13 April 2018, Da Nang City, Viet Nam

APT will organize the 23rd Meeting of APT Wireless Group (AWG-23) from 9 to 13 April 2018 in Da Nang City, Socialist Republic of Viet Nam. The meeting will be hosted by the Ministry of Information and Communications (MIC), Socialist Republic of Viet Nam.

 

The work areas of AWG include spectrum arrangement and harmonization; spectrum monitoring; spectrum sharing studies; future development of IMT and many other emerging wireless technologies. During AWG-23, the Working Groups of the AWG will review the work progress on work items and develop outcomes based on decision taken at the meeting.
